I want to introduce me and my organization to you and ask for your assistance.
ICCC (International Centre for Civic Culture) is a non- governmental, non-profit organisation established on September 5, 1996, (registration #2677).
The organisation aims to support:
A co-ordination council directs the organisation. The director of the organisation carries out executive duties.
The organisation is a newly established one but its personnel has participated in lot of other projects and worked for many other NGOs. In October 1997 ICCC organized the conference "Basic Guarantees of Electoral Rights of Citizens." It was held with financial support from the Fridrich Ebert Foundation.
In December ICCC received grant from Open Society Georgia Foundation to organize training program for party monitors at local government elections, supposed to be held in Tbilisi in October 1998.
As we plan to train monitors (within the program financed by OSGF), we will contact a large number of political parties and independent candidates' representatives. After the elections, we will have accumulated materials about infringements during the elections, provided by the monitors trained at our center. We want to use this opportunity to further our attempts for strengthening a fair election system and guarantees of citizen's electoral rights.
We plan to reach this goal by supporting the precedence of lawsuits against persons accused of breaking electoral laws.
The experience of the last elections in Georgia shows that there were many violations of electoral rights by officials involved in elections organisation. However there was no precedence of criminal action against them. Such a situation creates huge obstacles to further reforms of the elections organizing body (election commissions). This point of view was presented by many of the Georgian and foreign experts at conferences in Gudaury (organized by NDI in 1997) and Tbilisi (organized by ICCC in 1997) devoted to the electoral rights and legislation problems.
For realization of our plans we need to organize a staff of lawyers and need financial support. If your grant program priorities enables support for such projects, please inform us.
