I apoligize if this is late, but I just moved to Moscow and during my 2-wk
hiatus accumulated 1.8 meg of e-mail to scan ...
 
I haven't heard of any such database. But here's the view from the field (my
organization has received a reasonably large amount of money through various
USAID agreements, and as Grants Administrator it's my job to liaison with
funders).
 
USAID is divided into bureaux, and there's one called the ENI bureau, for
Eastern Europe and NIS (I'm not sure the State Department bulletin decreeing
the monikor "Eastern Europe" no longer be used has had much effect).
 
ENI consists of 4 functional offices (like Policy Coordination and Strategy),
2 geographic offices (NCS for NIS, ECA for Europe), 5 technical offices (like
Democracy & Governance), and 14 field offices (including 4 in NIS).
 
The technical offices have the primary responsibility for doling out money and
managing grantees. Each technical office has "Divisions" for various subject
areas. My work, with independent TV in the NIS, falls under the Rule of Law,
Government, and the Media Division. So our grants come from USAID/ENI/DG/RLGM.
 
To find out about a certain grant I'd recommend you contact a division chief
responsible for the topic you're interested in, in the technical office in the
bureau of the region you're interested in.
 
Parallel with the technical office, there are geographic offices, and that's
where I'd start for a broader search--call up the NIS office and ask your
question. (Many USAID folks are on e-mail now at [email protected]).

Another way is that USAID produces a CD-ROM which has all of its rules. This
CD-ROM also contains a lot (but far from complete) information on the grantees
and what they're doing. So you can get the CD-ROM and type in the name of an
organization in the full-text index, and you might very well pull up
something.

As for a list of grants--again, the Bureau chief, or Office chief, or Division
chief would be your best bet. Each has a staff wherein there's someone who's
responsible for public relations.
