Dear Colleagues,
 
World Learning, an American non-profit working in support of the
emerging non-governmental (NGO) sector in nine republics of the
Newly Independent States (NIS), invites you to attend an information
day to be held at the Carnegie Foundation on 13 April, 1995. The
purpose of this event is to present World Learning's new
organizational development training program, and to seek qualified
trainers to participate in the program.
 
The objective of World Learning's work in the NIS is to assist in the
sustainable development of NGOs, their management capabilities
and ability to serve the needy as well as be a force in affecting
public policy. The project started in May 1992 and has since
completed its solicitation/grant making phase. World Learning
mandates now include monitoring subgrantee activities, with
assistance in institutional strengthening, partnership and
programmatic issues and providing information and training to
growing NGO communities, as well as advocacy for the NGO sector.
 
Today, World Learning, working from three years of close contact
and experience within emerging NIS NGO communities, and its
world-wide experience in organizational development, is embarking
on the next phase of its project -- intensive institutional
strengthening training. Now, we will more actively focus our energy
on offering the necessary tools for the development of strong, viable
organizations through a series of training seminars. World Learning
will center its efforts around the following themes:
 
* Strategic Planning
* Human Resource Development
* External Environment
* Financial Management and Sustainability
* Public Education through the Media
Each theme is organized into three day seminars and will be
conducted in five different geographical regions over the next 16
months, starting May 1995 and ending September 1996. The
regions are: Ukraine, Georgia and Russia (three sites).Each theme
will be contracted out through a competitive application process
following specific thematic guidelines. The training themes will be
conducted by a team of two experienced trainers. Trainers can apply
either as individuals or as a team. Trainers can apply for all the
themes, but proposals must be submitted separately per theme as
guiding principles, criteria and expertise differ. The training team is
responsible for curriculum development (with assistance from World
Learning) and the training workshops. Each training consists of a
pre-training orientation, a three-day workshop and a post-training
follow up.
 
The target audience for all training workshops is World Learning's 46
local sub grantee partners. The knowledge and sophistication of the
various NGOs varies widely, and thus calls for a flexible,
participatory training approach so that all organizations, and their
respective levels of organizational capacity, are strengthened.
 
Below, you will find a listing of general criteria that will guide World
Learning in its selection of training teams. These criteria will be
coupled with more specific criteria and guidelines per training theme
Request for Application.
 
- training experience in the proposed theme;
- knowledge/interest in the NGO community and its particulars;
- ability to develop curriculum, consisting of training materials,
        background resource material, case studies of successful and
        unsuccessful approaches (based on the workshop theme);
- participatory, constructive approach to adult education;
- flexibility to adapt training approach according to local conditions;
- commitment to complete entire workshop cycle, including
        curriculum preparation;
- willingness to travel;
- knowledge of the Newly Independent States;
- Russian and/or English language capabilities. Russian is the
        language of instruction; English to Russian interpretation is
        available (but not the preferred approach).
