The attached announcement of the Switchboard web site appeared on
the net this evening. Although it has nothing to do with the primary
topic of CivilSoc, it is an interesting search system. I have just
tried it, and it works.
*************************************************************************
Switchboard, provided by Banyan Systems, Inc., allows users to search its
U.S. database of over 90 million names for telephone numbers and
addresses. Listings are compiled from white pages directories throughout
the U.S., although because white pages directories are usually updated
annually, there is a possibility that the listing you get might be out of
date. Switchboard is searchable by name, city and state. Retrieval looks
exactly like a telephone listing. A help file is available on the home
page. You may also register at the site and personalize your listing,
adding an e-mail address if you wish. 10 million U.S. businesses are also
searchable.

Subject: Business Web site in Moscow
The U.S-Russia Business Collaboration Center (BCC) is a project of the New
Business Development Program, within the United States Agency for
International Development (USAID), which is stimulating small business
growth in over 50 regions of Russia with a broad spectrum of assistance
projects, which include the work of non-government organizations (NGOs),
contractors, and volunteer groups. The projects run local business service
centers, strengthen business associations, organize training programs for
entrepreneurs and plan curriculum development with local institutes.
The USAID New Business Development Program is designed to help Russian
small and emerging businesses in two ways: By working directly with
entrepreneurs; and by working with local officials and organizations to
improve the overall environment for business in the regions beyond Moscow.
To facilitate better coordination, the BCC makes information more widely
available to the broad assortment of local projects which share the common
goals of stimulating the development of new businesses, of sustaining their
growth and increasing their capacity. Those engaged in such grassroots
efforts are encouraged to participate in the BCC's exchange of information,
insights, and resources.
The BCC serves as a coordinating hub and resource center for these
organizations. Its core activities are divided into two parts. The first is
a network of electronic information, including a Website, databases, a
Russia-wide calendar of events, and a newsletter, all aimed at keeping
those in the regions up to date with small business development across
Russia. The second part is the "people" network, which is designed to bring
practitioners together in both formal and informal settings by holding
seminars, conferences and in-service training programs related to their
work on behalf of their Russian clients.

Russian-American Small Business Support Center (SBSC)
Washington State University and Krasnoyarsk State University
Krasnoyarsk, Russia
******************************************************************
The Russian-American Small Business Support Center (SBSC) in
Krasnoyarsk was established by Washington State University (WSU)
and Krasnoyarsk State University (KSU) to help economic develop-
ment in Krasnoyarsk and the Krasnoyarsk territory.
It provides assistance to small businesses through counseling and
training. SBSC is funded by a USAID grant. The counselors at the
Center are economics and business faculty at KSU.
The Center has been in operation since August and we have had
over 100 clients since opening. Most clients of the Center are
interested in assistance in writing a business-plan, as well as
advice on taxes and marketing.
Recently, we have been trying to develop new projects at our
Center such as Business Club, where business people can get
together and exchange ideas and establish contacts. So, we are
looking for the information on how these business clubs operate,
especially in Russia. We have also been trying to start a Stud-
ent Business Club, which is not common in Russia at all.
Another goal of our Center is to be able to provide more informa-
tion to our clients. We are looking for information on how to do
business and marketing abroad, as well as for information on
different investment funds and grants.
For further information about the SBSC, or if you have sugges-
tions, please feel free to contact Andrea Lafayette-Fisher
(Director), Ron Easley (Business Development Specialist), or Anya
Smirnova at: [email protected]

Eurasia Foundation Funds Public Sector Policymaking Projects
The Eurasia Foundation has recently announced a grant program to support
public sector policymaking capabilities in the NIS. The Foundation is
seeking proposals from NIS graduates of Masters-level academic training
programs for advisory projects in the public sector, i.e. in a ministry,
city council, oblast council, university, local think tank, or
non-governmental organization.
The advisory projects should be in the areas of public policy or
administration, business, law or economics and should have concrete
policy implications. Research projects will not be supported. The
maximum grant amount will be $15,000.
Eligibility Criteria
Individuals returning from long-term study abroad (at least one year
in duration), or graduates of NIS-based degree programs at the
Masters level or above are encouraged to apply. This includes
returning participants of the Edmund Muskie and Freedom Support Act
Graduate Fellowship programs (including graduate fellows returning
prior to 1995). The program is also open to individuals returning
from long-term study in Western Europe or other countries.
All proposals will be reviewed by the Eurasia Foundation's regional
offices on an on-going, competitive basis.
CCSI will send, via e-mail, the full announcement (20 Kb.) upon request.
The announcement is also available from CCSI's World Wide Web site at:
