CCSI has recently learned of an e-mail information
bulletin in Russian, produced by Agenstvo Sotsialnoi zashity
(Agency for Social Information, ASI). From time to time we
will post on CivilSoc translations or summaries of the

The Moscow Charity Sisters Foundation celebrated its
fourth anniversary with participation of the Moscow Committee
of Social Protection, a number of governmental social
protection agencies, and a delegation from Germany,
including the charity foundation "Help to the Elderly of
Moscow".
The foundation was established in 1992 as a non-profit
public charity organization. According to President I. S.
Zbarskaya, the goal of the foundation is to create an
effective system of assistance to lonely and low-income
elderly people. The results of four years of activities were
presented at the anniversary celebration. A major
accomplishment was the establishment of the Charity Sisters
Lycee (school), based at Nursing House #9, to train nurses
specializing in providing care for the elderly. The Bavarian
Red Cross Association and the Bavarian Ministry of Health
Care and Culture provided the Lycee with a training program,
medications, and internship opportunities for the Lycee's
graduates. Also, the Center of Mobile Social Assistance was
created to provide nursing, household assistance,
hairdressing, and other services for single and ill elderly
people. In November 1995, the foundation purchased a bakery,
with the help of private donations and a large discount by
the selling company from Germany,where the elderly now get
free bread.
The foundation continues to receive assistance from
German charity organizations, such as "Help to the Elderly of
Moscow" and "Association for Support of Health Care System in
Russia". Further perspectives of cooperation and development
were discussed at the anniversary.
