Dear Recipient:

The United States Information Agency (USIA) has developed an electronic
mail discussion group designed to assist individuals involved in academic
institutional linkages with the New Independent States of the former
Soviet Union (NIS.) The goal of the discussion group, known as
LINKIT-USIA, is to facilitate direct communication and interaction
between participants in USIA-sponsored university partnership projects
and other individuals and institutions interested in developing
institutional ties with the NIS in support of educational reform
efforts.

Currently, over 50 partnership project participants, USIA and USIS
officers, NGO staff members, and participants in other educational reform
efforts are subscribers to LINKIT. By August, we expect that virtually
all of the U.S. and NIS university partnership project directors--over 70
Rectors, Deans, faculty members and staff--will be sending and receiving
information via the LINKIT discussion group.

The participation of other NIS project participants, NGO staff working
on Civil Society programs, and US academics in LINKIT would greatly
strengthen the group as a source of information for all subscribers.

1. Types of information that USIA will periodically post on LINKIT
include:

* USG and USIA policies, regulations and procedures germane to
Partnership Program grantees;

* USIA, other US Government, and alternative funding opportunities

* Announcements concerning programs, computer discussion groups,
projects, conferences, or other events relevant to educational reform in
the U.S. and NIS

* Requests for project data, contacts, or other information that will
assist both USIA and participants in USIA programs in their work

2. Subscriber messages to LINKIT may include, but need not be limited to:

* Requests for guidance or information from USIA, other project directors
or other list subscribers

* Announcements of partnership or other project developments and
accomplishments

* Statements or research papers designed to solicit discussion about
topics of mutual interest, i.e. accreditation of U.S. and NIS business
programs, developing distance education programs, overcoming problems in
a specific country or academic field, etc.

* Opportunities for collaboration with other USIA-funded or
non-USIA-funded projects

3. If you would prefer to subscribe directly to LINKIT, following is the
"how to" information:

* Address an e-mail to: [email protected], but leave the
subject line blank

* In the body of the message type "SUBSCRIBE LINKIT-USIA" (no quotes)
followed by a space, your first name, another space, and then your last
name.

* Send the message

* Wait for a confirmation that you are subscribed to the list

* Post messages to [email protected] and receive replies
from your fellow subscribers at will

4. Note of CAUTION: Information you send over LINKIT is public: That
your messages are being sent to a private list (whose membership USIA
controls) does not guarantee your correspondence will not be fowarded to
outsiders by fellow LINKIT subscribers. Any postings to the list should
therefore be considered public information!
