I have received information from Dr. Yakov Shraiberg, Project
Director of the Center outlined in the attached announcement. I
do not have any personal knowledge of the program, but some
members of the list may want to contact Dr. Shraiberg to examine
opportunities for cooperation.

Opportunity to Cooperate
Russia-USA Information, Library, and Analytical Center
*****************************************************************
Russian-USA Information, Library, and Analytical Center is de-
signed to bring closer to American users scientific, business,
legal and other information from Russia and FSU countries. The
Center will serve as a Russian information gateway on U.S. terri-
tory. At present there is no suitable professional structure in
the U.S. The Center's setup in the U.S. will promote fast and
reliable delivery of information and primary sources from Russia
to American companies and facilitate a reverse flow of them to
Russia. The Project is supposed to be registered as an official
international protocol between Russian Ministry of Science and
Technological Policy and related U.S. Federal office. Russian
National Public Library for Science and Technology acting on
behalf of library and information community of Russia will set up
the Center's office on the basis of a library or appropriate
institution. The developers of the Project have preliminary
agreements on information provision with major libraries and
information centers in Russia and the U.S. Financial support and
investments are required for the first year of the Center's
setup. The following years the Center will remain a non-profit
organization. It's expenses will be covered by the contracts.
The Center acts within the following programs:
Library Program
-Exchange of bibliographic databases.
-Service of American users by Russian libraries and vice versa.
-Subscription to American periodicals and other publications to
Russian libraries on preferential terms.
-Regular delivery of Russian scientific, technical, and other
publications to American libraries and organizations.
-Training of Russian librarians in American libraries and related
institutions.
-Organization of professional conferences and workshops.
-Professional tourism.
Science, Technological and Social Information Exchange Program
-Regular supply of Russian databases and attached copies of
requested originals.
-Conversion of Russian information products in accordance with
American standards.
-Creation of new information products upon request.
-Regular supply of American information to Russian users.
-Exchange of information on new technologies, know how, innova-
tions, etc. in Russia and the U.S.
-Assistance to Russian institutions in promotion of their tech-
nologies.
-Creation of reference information system on Russian technologies
and innovations for U.S. customers.
Educational Program
-Regular exchange of teachers, students, and professionals.
-Courses of Russian for American students and professionals.
-Professional courses for Americans in Russian universities.
-Development of a remote training system for Russia and USA.
-Cooperative training courses in Russian and American universities.
Business Information Program
-Delivery of information arrays and originals on marketing, law,
address-reference information.
-Delivery of lists of products, services, prices, promotions.
-Establishment of business contacts.
-Regular exchange of business express information.
Consulting Program
-Development, updating, and electronic delivery of reference
information about Russia to American users.
-Assistance in arranging of professional and other visits to
Russia.
Telecommunication Program
-Development and maintenance of Center's Internet WWW-servers.
-Teleaccess to Russian information resources for American users.
-Connection to WWW-servers of Russian libraries, information
centers, and institutions.
-Creation of effective and high quality environment for informa-
tion exchange.
-Organization of professional teleconferences.
