        Russian NGOs Developed Alternative Plan
         on Environmental Protection in Russia

Over 50 Russian NGOs have created an alternative plan to
reflect public opinion and input on the Russian government's
National Plan of Environmental Protection Actions which was
created without NGO and public participation. The NGOs'
Alternative Plan was initiated and organized by the
"Ecosoglasie" (Ecoagreement) Center to attract public
attention to environmental problems and to demonstrate the
need for reforms based not upon governmental directives, but
"from below" and from citizens' participation in shaping

          Charity Foundation "Russian Family"
          Provides Entertainment for Children

The children's museum "House of Fairy Tales" was created by
the charity foundation "Russian Family" a year and a half ago
as a cultural and entertainment center for children. All
events at the museum are free and parents have to put their
names on a waiting list in order to visit the museum,
sometimes even two months in advance. Fairy tale characters
accompany children in their tour of the museum and children
can dress in costumes of their favorite personages and
improvise a performance.

"Russian Family" also sponsors a chidlren's newspaper "Zhili-
Byli . . ." (Once upon a time there was. . .) and a traveling
puppet theater, which gives performances in hospitals and
children's boarding houses under the project "Fairy Tale in a
Hospital."

ANNOUNCEMENTS:

      Seminar of the Independent Women's Forum
                    in Moscow

August 23-26, the Information Center of the Independent
Women's Forum is organizing a seminar on women's rights and
problems in a transitional society. The seminar coincides
with the second anniversary of the Information and Education
project of the Independent Women's Forum. As part of the
seminar, the Forum will organize a meeting of Russian women's
grassroots organizations on August 26 at 4:00 PM.

           Internews-Moscow Created a Web Page
                    on Mass Media

A new World Wide Web Page on mass media has been created to
promote information exchange among journalists and contains
materials from the National Association of TV Broadcasting,
Journalists' Union of Russia, Russian-American Press
Information Center, the Duma's Commission on Mass Media, and
a number of other sources. Most of the materials are in
Russian and can be read in CP1251 Cyrillic for Windows font.
The project was implemented with the support of the Eurasia
Foundation and Soros Foundation. The site also has
information on Ukrainian mass media.

              Announce Fellowship Program

The Open Society Institute's Regional Program on Libraries in
Budapest (Hungary) and the Library of Congress in Washington,
DC, invite librarians and information specialists from
Central Europe and NIS to participate in a 1997 training
program on the American library system, Internet resources
and library management. The training session is seven
weeks and includes lectures, seminars, practical experience
and use of the Internet.
Application deadline is September 6, 1996. Applicants should
have a good command of English and must take the Test Of

    Program "Hand of Help" of the Foundation "Names"
