NGO COMMUNICATIONS TRAINING WORKSHOP HELD IN L'VIV, UKRAINE
(11/12/96)
In September, the West Ukrainian Resource Centre (WURC) for
non-government organizations held its first 'Public Communication
Training Workshop" in Lviv, Ukraine. Sponsored by the Partners in
Civil Society Program of the Canadian Bureau for International
Education (CBIE), the workshop was designed and delivered by the
international communication training and consulting firm of INFOPAK
COMMUNICATIONS (Winnipeg, Canada). Participants included members of
the West Ukrainian Resource Centre, the International Renaissance
Foundation, Democratic Initiatives Foundation, Plast Ukraine, Law
for Ukraine Foundation and USAIDs Counterpart Foundation.
WORKSHOP GOALS AND OBJECTIVES:
The workshop, offered in response to the growing public
information needs of Ukraine's social, environmental and advocacy
organizations, was designed to acquaint NGOs with various
techniques for public communications. Techniques required to
effectively communicate with governments, other organizations,
benefactors and the general public. It provided staff and
volunteers, active in advocacy, civil society and good governance
issues, an appreciation of varied audiences, an understanding of
the communications process and a knowledge and confidence in the
use of communication planning techniques, tools and resources.
While assisting participants in developing their own internal
capacity to plan, manage and implement public communication
activities, the workshop also provided basic communication skill
training in writing, design and production. The accompanying PUBLIC
COMMUNICATIONS TRAINING MANUAL (adaptable to specific audiences,
issues and languages) also provided the teaching skills needed to
pass that knowledge on to others involved in social advocacy
issues.
WORKSHOP:
The four one-day sessions examined information requirements,
available media resources, communication strategies and specific
techniques for partnership building, public awareness, government
advocacy, public policy lobbying and fund-raising. Each day of the
workshop (and subsequent chapters in the accompanying Manual) were
presented as distinct modules or sessions. Each session addressing
very specific audiences that NGO's communicate with for lobbying,
partnership building, advocacy, public awareness and fund-raising.
Case study examples and various worksheets and exercises were used
with each session to encourage participant involvement and to help
make the material more relevant to local audiences and conditions.
Bibliographies and articles were also included and distributed for
reference and additional reading.
RESOURCE MANUAL:
Final copies of the NGO Communications Training Manual and
Public Relations Guide are available at both the Canada-Ukraine
Partnership Program Office in Kyiv and in the resource library of
the West Ukrainian Resource Centre in L'viv. Other NGOs and
community organizations are encouraged to use the Guide, either
independently or as a training resource, in preparing their own
staff and volunteers for improved dialogue with government and the
public.
