List members may be interested to learn that Citizens Democracy
Corps (CDC) is initiating operations in Ukraine and Moldova. CDC
has recently opened an office in Odessa, and I have provided the
contact information in the attached announcement. I have also
presented some CDC background information. Some of our U.S.-based
list members may want to inquire about serving as a CDC volunteer
- and some international list members may know of organizations
in Ukraine which could benefit from working with CDC volunteers.

Citizens Democracy Corps
Ukraine and Moldova
*****************************************************************
Citizens Democracy Corps (CDC) is initiating operations in Odes-
sa, Ukraine. Subsequently, CDC volunteers will be sent to other
regions of Ukraine, and to Moldova, where they will be supported
by their Alliance partners - International Executive Service
Corps (IESC), MBA Enterprise Corps, and Volunteers in Overseas
Cooperative Assistance (VOCA).
Joe Mashkovich, CDC's Country Director in Odessa, is now seeking
potential client companies/institutions for CDC's Economic and
Enterprise Development Program. CDC will assist the following
types of businesses and institutions:

1. For-profit companies
-----------------------------------------------------------------
a. Companies should have been created as private businesses or
have privatization plans in progress.
b. Companies should have been engaged in business activities
for at least one year and should have high potential to
make the transition to a market economy.
c. Companies should have majority local ownership, exclusive
of U.S. Government-supported assistance programs, such as
CARESBAC.
d. Companies should be small or medium-size enterprises
(between 20 and 2000 employees).

2. Non-profit institutions/municipalities (These should have the
potential to play a role in supporting the development of
business.)

a. Municipalities: regional and local economic agencies,
bureaus of trade, privatization programs.
b. Higher Education: business school administration and
curriculum development; continuing education or training
programs for business skills.
c. NGOs: non-profit organizations that serve as interest
groups for small and medium-size businesses or their em-
ployees, or that provide services to business, e.g., asso-
ciations of entrepreneurs or chambers of commerce.

CDC, at the moment, is primarily interested in potential client
organizations in the Odessa area. However, in the near future,
potential clients in other areas of Ukraine and in Moldova will
be of interest.

CDC Profile
------------------------------------------------------------------
CDC sends senior-level executives and entrepreneurs (with a
minimum of 10 years experience) to assist small and medium-size
companies and business support organizations to succeed in the
region's emerging free-market economies.
Since 1990, when it was founded, CDC volunteers have helped
thousands of firms to make dramatic turnarounds, spur growth,
increase revenues and profits, receive financing and, connect
with American and regional partners.
Volunteer assignments range from three weeks to two months. CDC
pays for international airfare, and the host company or organiza-
tion provides local housing, transportation, and interpreter
services. Volunteers cover their own food and incidental expens-
es.
