Dear colleagues,
I am teaching at the Tomsk State University (Russia, Siberia) and
participating in the work group that starts to develop drafts of
model and particular local-state agreements on the allocation
(and transfer) of powers and functions and corresponding state
legislation.
Could you help to find any Internet and other sources on follow-
ing issue:
* agreements and compacts in intergovernmental relations (local-
federal, local-state, state-federal, interstate, etc.) in the
U.S. as well as other federal and non-federal states.
