    Kazakstan International Bureau for Human Rights

The Kazakstan International Bureau for Human Rights and Rule of
Law was founded in 1993 by a group of Kazakstan human rights
defenders together with the Union of Councils for Soviet Jews. In
March 1997, the Bureau registered as an international non-
governmental, nonprofit association with the Ministry of Justice
of the Republic of Kazakstan.

Between 1993 and 1997, the Bureau provided free legal advice to
more than 1000 persons each year, initiated a TV program called
"You Have a Right!" (more than thirty 15-minute episodes were
broadcast), produced a monthly information bulletin, issued a 24-
page report on the human rights situation in Kazakstan, and
conducted seven international conferences, some in conjunction
with other NGOs. Conference titles have included:
 
* "Public Associations and the Authorities: Cooperation in a
Democratic Society" (800 copies of a book of the same title were
also published),

* "Human Rights Conceptions in Reforming the Judicial and
Penitentiary System",

* "Fundamental Human Rights and their Protection by Non-
Governmental Organizations", and "Problems and Practice of the
Death Penalty in Kazakstan and Other CIS Countries".
