COUNTERPART INTERNATIONAL
Counterpart International, a not-for-profit international development
agency, has been working in NGO capacity building for 32 years. Programs
are currently ongoing in the United States, the Caucasus, Central Asian
Republics, Russia, the South Pacific, Southeast Asia, Ukraine and
Belarus.
Various Positions, Azerbaijan Humanitarian Assistance Umbrella Project
Counterpart will manage the sub-grant process in conjunction with another
lead organization. Organizational responsibilities include developing,
competing and managing all sub-grants in the following sectors: health,
shelter, income generation and community development and empowerment.
All field staff will be responsible to the lead US partner organization
and to Counterpart International in Washington, DC. All positions
require a three year commitment with the option to extend for an
additional two.
Field Director, Baku Azerbaijan
Requirements for qualified senior level candidates are:
5-10 years of field experience in international development, including
in the former Soviet Union;
solid experience in all facets of USAID grant management process,
including compliance, record-keeping, RFA solicitation and review
processes;
demonstrated leadership and management ability within a collaborative
team structure including US partner organization, PVO/NGO sub-grantees,
local stakeholders and expatriate and local staff;
Strong skills and experience in financial management and accounting;
flexibility, hands-on work style and strong cross-cultural skills;
In addition, preferred qualifications are:
functional Russian and/or Azerbaijani language skills;
sector specific experience in at least one of the sectors identified
above;
experience in NGO development, training and capacity building.
Grants Manager, Baku Azerbaijan
Requirements for qualified candidates are:
at least 3 years of international development field experience in the
former Soviet Union;
proficient Russian and/or Azerbaijani language skills;
demonstrated ability to manage operational details in a fast-paced
environment in collaboration with expatriates, local stakeholders and
staff members;
familiarity with program design and project monitoring;
willingness to travel extensively in-country and maintain familiarity
with a wide range of programs, organizations and issues across a number
of sectors;
In addition, preferred qualifications are:
familiarity with training design and implementation as well as actual
training experience;
sector specific experience in at least one of the areas outlined above;
advanced degree in relevant field.
Grants/Contract Manager, Washington, DC
Requirements for qualified candidates are:
5-10 years experience in grants management;
strong communication and management skills to accompany quantitative
expertise in finance and accounting;
demonstrated interest in the desired programmatic impact behind the
grants management process;
solid experience in all facets of USAID grant management process,
including compliance, record-keeping, RFA solicitation and review
processes;
experience in management of sub-contractors and/or an umbrella grant
structures;
familiarity with the logistical, legal and regulatory environment in the
former Soviet Union as it impacts grants management;
strong writing and organizational skills.
