Greetings.

Any and all helpful advice would be appreciated regarding how best to
organize an NGO in Russia to aid children with cancer.. Please direct your

I am helping a charity here which is contributing medicine and Doctor's
time to a hospital which treats children with cancer. Supported by funding
from the Advisory Board Foundation, this effort hopes to expand and become
more involved. I wondered who could answer a few questions so that we can
get some perspective on the ways and means of developing:

1. What is a "charitable" entity in Russian law?

2. With whom (which State organization) does a charitable entity register?

3. Are charitable agencies released from any/all tax obligations?

4. How are charitable agencies treated vis a vis banks and other money
transfer organizations.

5. What is the best way for an organization which will operate on no more
than 100k per annum to register in Russia? Who can counsel small efforts at
charity?

Some of the trustees of this charity are in favor of hiring an
administrator, the ideal candidate would include the following skills and
experience:

* Russian/English
* proven ability to manage money
* some health care background
* an understanding of basic business and accounting principles
* an ability to work with people in a difficult environment

the responsibilities of the job would be:

* overseeing money transfers

* basic administrative tasks

* coordinating the charity work with the International Association of
Hemotologists of the World for Children

* serving as the main communication link with the Advisory Board
Foundation

* Coordinating Foundation medicine and medical equipment donations
Designing staff improvement programs

Is this position to be filled with a Western candidate or a Russian
national? We don't know. IF it is not asking too much could you describe
the salary range for a Russian national who could fit that description?
Can you give me a guess as to the expat financial requirements for such a
position?
