AID PROJECT MANAGEMENT SPECIALIST (RULE OF LAW), FSN-10
OFFICE OF DEMOCRATIC INITIATIVES & HUMAN RESOURCES,
USAID/MOSCOW

BASIC FUNCTION OF THE POSITION:

The Rule of Law Specialist reports to the Senior Rule of Law Specialist and
provides administrative and technical assistance to the USAID Mission,
Russian Government counterparts, US and Russian NGOs and AID
grantees/contractors. The ROL Specialist's responsibilities involve project
monitoring and providing programmatic advice on a broad range of ROL
issues. The ROL Specialist is directly responsible for the planning,
implementation, monitoring and administrative support for the Rule of Law
activities, including: the DOJ Crime and Corruption IAA, FTC/DOJ Anti-Trust
IAA, Sakharov Center, Eurasia Foundation/Crime and Corruption prevention
program. He/she will also provide significant oversight of the
NJC/Chemonics and ABA programs.

MAJOR DUTIES AND RESPONSIBILITIES:

1. Performs day-to-day management of NJC/Chemonics, DOJ, FTC, Sakharov
Center, and the Eurasia Foundation programs (30%);

2. Participates in planning and review of other Rule of Law related
activities, including women's programs and other ROL programs (10%);

3. Travels to sites of AID-sponsored ROL and NGO/ROL projects and
monitors/evaluates activities. Makes recommendations as to improvements or
modifications of program implementation. Evaluates impact of AID NGO
activities, including ways and means in which USAID can strengthen the
impact of individual ROL programs and provide broader support to enhance
the future work of Russian legal institutions and NGOs (30%);

4. Analyzes and summarizes performance of AID grantees; provides information
briefings and summary information on grantee activities and performance,
provides reports as needed (20%);

5. Participates with Mission staff in identifying training needs and ROL
training candidates (5%);

6. Meets with interested applicants and potential program applicants,
solicited and unsolicited, to explain USAID's program and policies and
refer as appropriate (5%).

DESIRED QUALIFICATIONS

1. Education: Academic degree in a relevant field (law) required;
post-graduate education in relevant field preferred but not required.

2. Prior Work Experience: At least four years of professional experience,
preferably in the legal field or in project management. Such experience
should be of a nature as to equip the incumbent with the ability to
interpret and apply a variety of AID program and project regulations,
guidelines and procedures. Interest in legal reform is essential.

3. Language Proficiency: Fluency in English, with strong written and
verbal communication skills.

4. Knowledge, Skills and Abilities: Experience and skills in the following
would be desirable: (a) analysis of solicited and unsolicited proposals;
(b) knowledge of/interest in Russian legal reform sector and ability to
keep abreast of current developments and trends in this field; (c) project
design (basic knowledge of AID's strategic objectives, ability to pair
resources with needs, ability to review and critique project implementation,
ability to review and critique evaluations). Computer skills in word
processing and spread-sheets.
