CCSI received the following e-mail message:

                                           Tirana, February 12,1998

Dear Mr./ Mrs.,

Albanian Committee Against Violence, Racism and Intolerance was founded one
year ago, On January 23, 1997 In our first anniversary, we present you the
annual report of the observes and the evident data of the violation of the
human rights. Annual full data have e been included, especially for the
second six months of 1997, a post-electoral period, which allowed our
activity in more places than before.

As a result of that work, the Albanian Committee Against Violence, Racism
and Intolerance, came to the conclusion that the situation of the human
rights in Albania, is very concerning. The government authorities,
representatives of the parties of the left coalition, are no able to create
the balance like in a democratic country, the independent juridical system,
the respect of the freedom of the press and the respect of the independence
of the local governing. The incompetence to restore public order and collect
guns is related to the lack of a clear government platform and the
domination of a week professional will. Being supported by the facts and the
observations we have carried out, unfortunately, we conclude that Albanian
democracy is still in a dangerous cross -road

Our annual report of January 1997-98, includes cases of the
violation of the human rights and problems of the independence of the
juridical system, the independence of the press and media, the intolerance
in the leading policies, the attempts to narrow the autonomy of the local
government as well as problems in the relations state-individual.

These are the reasons why many activists and groups of the human
rights inside and abroad, non-governmental organizations and political
parties, which warn the further escalation of the situation towards the
installation of a arrogant system, the same with the one in Belarus. As
a result of the situation, our committee is of the opinion that an
assistance and close advice of the international institutions, is
indispensable.

Through that, Albanian government should understand clearly that
the way towards a real democracy could not go ahead if the human rights,
the alternative opinions, the freedom of expression and the juridical
independence, are not respected.

Lastly, we believe and hope that this report will serve as the first step
for the establishing of a fruitful cooperation with our Committee in the
future.
