     Promote Legal Reform in Central Europe and Eurasia

The Central and East European Law Initiative (CEELI), a public
service project of the American Bar Association, is currently
seeking experienced attorneys for the positions outlined below.
Although CEELI is a public service project, all participants
receive a generous benefits package which covers travel, housing,
general living, and business expenses.

CEELI considers attorneys with a minimum of five years of legal
experience or fluency on a language of the region, high level of
energy and initiative, and strong interpersonal skills. International
experience is preferred.

CLINICAL LEGAL SPECIALIST - Kyiv, Ukraine
For one year beginning November 1998.

� Assist law schools throughout Ukraine in developing practice-based
education programs(pro bono live-client clinical programs,
externships), including:
� Transferring experience and knowledge on the fundamentals of
practice-based education;
� Training faculty members on clinical supervision and skills
development techniques;
� Assisting in the integration of classroom components, including
skills training and skills-based simulations;
� Conducting seminars and roundtables aimed at conveying a sense of
professional responsibility and legal service; and
� Developing workbooks and manuals (model forms, procedures).

CONCESSIONS LEGAL SPECIALIST - Sofia, Bulgaria
For three weeks to two months beginning late June 1998.

� Assist the Bulgarian Council of Ministers Concessions Department and
officials at other relevant ministries in developing legal documents
for concessioning natural resources (e.g. beaches).
� Provide assistance on technical issues related to valuation and
contract terms.
� Aid in the development of bidding procedures.
� Assist in drafting procedures and regulations related to concessions
granting.

COURT ADMINSTRATION LEGAL SPECALIST - Sarajevo, Bosnia-Herzegovina
For two weeks in Summer 1998 and Fall 1998.

� Work with the Bosnian Federation Cantonal Courts to improve their
administration of justice, and strengthen their courts.

INTELLECTUAL PROPERTY LEGAL SPECIALIST - Moscow, Russia
One year beginning June 1998.

� With local partners, identify the legal and business communities'
needs for improving the understanding of intellectual property law in
Russia.
� Organize workshops on copyright, patent, and trademark regulations,
as well as on trade secrets.
� Create workshop materials, such as a workbook, handouts, and other
relevant materials for workshop participants.
� Consult members of Gore-Chernomyrdin Commission as well as members
of the Ministry of Justice and the Russian Parliament on intellectual
property issues.

CRIMINAL LAW LEGISLATIVE DRAFTING SPECIALIST - Banja Luka, Bosnia
For two months beginning Summer 1998.

� Work with government representatives to draft modern criminal
justice legislation and to amend or replace existing criminal
procedure and penal codes.

CRIMINAL LAW LIAISONS - Bulgaria, Georgia, Hungary, Lithuania, Russia,
and Ukraine
One year, with a variety of start dates

� Coordinate criminal law related activities in the host country.
� Organizing interactive training workshops for prosecutors, judges,
and defense attorneys on topics such as the drafting and
implementation of modern criminal justice legislation, supervision of
investigations, individual rights, and jury trial procedures.

RULE OF LAW LIAISONS - Armenia, Belarus, Georgia, Kyrgyzstan,
Moldova, Tajikistan, Ukraine, and Uzbekistan
One year, with a variety of start dates

� Coordinate CEELI rule of law related activities in the host
country.
� Identify, develop, and implement technical legal assistance projects
in partnership with the host country's legal community and government
representatives.
� Organize interactive training workshop on topics such as creating an
independent judiciary, drafting ethics codes, revising administrative
procedures, and developing judicial training programs.
� Manage legal reform programs focusing on continuing legal education,
law practice management, and bar development.

LEGISLATIVE DRAFTING SPECIALIST - Almaty, Kazakhstan
One year beginning July 1998

� Help the Kazakh Parliament develop a legislative drafting center.
Organize interactive training workshop on topics such as legislative
drafting skills, creating an independent judiciary, revising
administrative procedures, and developing judicial training programs.
