Researcher on Central Asia (New York)

Human Rights Watch, the largest U.S.-based international human rights
monitoring and advocacy organization, is seeking a researcher for its
Europe and Central Asia Division to be based in New York.

Description:
 * supporting and maintaining communication with regional offices in
   Tashkent and Dushanbe;
 * bringing human rights violations to the attention of government bodies
   in the countries of the region, other CIS states, the United States and
   Europe, and to international bodies such as the UN, OSCE, and EU;
 * developing strategies together with Human Rights Watch's New York,
   Washington, London, Brussels, and Moscow offices to put pressure on the
   governments of Central Asia to curb abuses;
 * traveling to the region on occasional fact-finding missions, and keeping
   abreast of human rights developments there;
 * writing reports, advocacy letters, press releases, op-eds, and speeches;
 * developing contacts and promoting Human Rights Watch's concerns in the
   international media, academia, and other institutions, including by making
   presentations at scholarly institutions, government bodies, and
conferences.

Qualifications: The researcher will be based in New York and should be
prepared to travel to the region for research and to Europe and within the
U.S. for advocacy. He or she should have a very good command of Russian
and, preferably, one or more regional languages. He or she should be an
eloquent advocate and have excellent writing and editing skills, a
background in related regional studies, experience in field research, and a
demonstrated commitment to international human rights. The position is
available beginning July 1998.

Salary and Benefits: Salary is negotiable, depending on experience. Human
Rights Watch offers an excellent package of benefits, including generous
employer-paid medical, dental, and life insurance, pension plans, and
twenty days of vacation per year.

RESEARCHER ON CENTRAL ASIA (Tashkent)

Human Rights Watch, the largest U.S.-based international human rights
monitoring and advocacy organization, is seeking a field researcher for its
Europe and Central Asia Division to be based in Tashkent, Uzbekistan, and
monitor human rights violations in Uzbekistan and other countries of
Central Asia.

Description:
 * monitoring and researching human rights developments in Central Asia,
   with an emphasis on taking testimony;
 * writing reports and newsletters on human rights concerns;
 * bringing human rights violations to the attention of government bodies
   in the countries of the region, in other CIS states and the United States;
 * working with local groups and helping in the development of
   non-governmental activities in Central Asia, coordinating training
   programs, and bringing human rights experts to the region;
 * expanding contacts with government officials and human rights groups in
   Central Asia and Russia, the media, and international organizations based
   in the region, such as the OSCE and the United Nations; and

 * developing strategies together with Human Rights Watch's New York,
   Moscow, and Brussels offices for putting pressure on the governments of
   Central Asia to curb abuses.

Qualifications: The researcher will be based in Tashkent, Uzbekistan and
should be prepared to travel extensively in the region, and occasionally to
Moscow and New York for consultations. He or she should have a very good
command of Russian and, preferably, one or more regional languages,
