    Vocational Center in Voronezh Begins Program to
             Train Staff for Work at NGOs

The Free Labor Vocational Center, together with the teaching department of
Voronezh State Pedagogical University and the Center for the Development
of Civic Initiatives, has developed a program of practical courses called
"Start-2" that will train students for employment at non-governmental
organizations. The program consists of academic classes and internships,
and will train students in the areas of management, public relations,
civic rights, labor organization, and leadership.

Students of all ages will be welcomed in the "Start-2" program. The
necessity for such a program is evident--the continuing growth of the
third sector in Russia demands more and more specialists, and infrequent
seminars led by experts from Moscow can not fulfill the need for trained
staff. "Start-2" will provide students with academic courses and
practical training.

The creators of "Start-2" hope to introduce Voronezh businesses and
organizations to European methods for hiring and interacting with staff.
These methods include surveys and tests for job candidates that give a
"psychological portrait" of the potential employee, and team trainings for
staff members.

     "Art Against Drugs" Program Continues in Krasnodar

On May 17, Eastern Wave, a youth organization in Krasnodar, organized a
day of performances for the "Art Against Drugs" program. The program
began earlier this year and is part of a larger, city-run youth program
"Krasnodar - City Number One." The goal of "Art Against Drugs" is to
encourage anti-drug sentiments in young people. Participating in this
round of events were performance groups PR 73 from Sochi, Diverse from
villages in the Poltava region, and Euphoria and "Pencil is a Murderer"
from Krasnodar. During intermissions between the performances
information was presented on drugs and the dangers associated with their
use. Additionally, attendees at the "Art Against Drugs" events could
express their feelings towards drugs and drug use on paper; t he slips of
paper then were assembled to make a display.

Informational pamphlets on the risks of contracting hepatitus B through
drug use were distributed during the events. Also distributed were copies
of a new informational bulletin, "Say No to Drugs," published by Eastern
Wave with the support of mayor of Krasnodar's Department on Youth
Affairs. The bulletin will be available at area schools, youth groups,
and government agencies.
