I have some information about the sotsial'nye zakaz, although it's not
very specific.
I was in Russia from Jan-March of this year interviewing NGOs in several
cities. According to many of the groups I interviewed in Moscow,
the proposal definitely had NOT yet been put into operation (as of March
1998, at least).
Unfortunately, I don't know any legislative details, but the organization
"NAN" (No to Alcohol and Narcotics) in Moscow has been at the forefront of
the initiative. You might e-mail NAN at [email protected] -- the Asst.
Director is Larisa Goncharova. She told me a bit about the proposal, but
could probably give you more specific information.
NAN also published a booklet (in Russian) about the proposal in 1997. It
is quite detailed, and seemed to be the main source of information about
the zakaz -- numerous NGOs in Moscow offered me the booklet when I asked
for details. If you're interested, I'd be happy to mail it to you.
Sorry this doesn't really answer your question, but maybe it's better than
