        DIRECTOR OF FULBRIGHT PROGRAM WITH RUSSIA
     
     The U.S. Information Agency seeks applications from American citizens
     for the position of Director, responsible for the administration of the
     Fulbright Program with Russia. The Russian Fulbright Program provides
     lecturing or research grants to approximately 35 American and 40
     Russian scholars each year and has an annual budget approaching
     $2,000,000.
     
     This is a challenging opportunity for a professional with strong
     organizational and interpersonal skills who is interested in promoting
     mutual understanding between the United States and Russia. The
     Director reports to the Cultural Affairs Officer in the United States
     Information Service section of the U.S. Embassy in Moscow and is
     responsible for the overall administration of the Fulbright Program in
     Russia, consistent with the policy statements of the J. William
     Fulbright Foreign Scholarship Board. The Director supervises a staff
     of three in Moscow, but must also make frequent trips throughout
     Russia, representing and recruiting for the Program.
     
     The successful candidate will be offered a two-year, renewable
     contract and should anticipate a January 1999 start date. The salary
     is negotiable and commensurate with experience and qualifications.
     
     Essential Qualifications:
     
     -- skills and experience in program development, academic recruitment,
     budget management, and personnel administration;
     
     -- understanding of Russian society, educational system, and academic
     culture;
     
     -- familiarity with U.S. higher education;
     
     -- fluency in Russian;
     
     -- familiarity with and ability to use computers and advanced
     information systems;
     
     -- strong oral and written communication skills.
     
     Desirable Qualifications:
     
     -- background in academic or academic exchange administration,
     teaching and/or research in Russia;
     
     -- familiarity with other academic exchange programs operating in
     Russia;
     
     -- demonstrated ability to coordinate activities among multiple
     organizations.
