New Issue: East European Constitutional Review

The Spring 1998 (Vol. 7, No. 3) issue of the East
European Constitutional Review (EECR) has arrived. As
long-time list members know, the EECR is published
quarterly by the New York University School of Law
and the Central European University in Budapest.
When last I checked, subscriptions were available
without charge. I will provide contact information
below.
The current issue includes the following Special
Reports:
- Alexander Lukashuk diagnoses the hypertrophy of
presidential powers in Belarus
- Victor Nemchinov examines administrative
confiscation of intellectual property
- Ivan Krastev questions the rationale of the
internationally organized war on corruption
- Joseph Middleton describes the new Russian
electoral law
- Vladimir Pastukhov explores the disconnection
between Russian reformers and Russian Society
Also included in the EECR is a review of the 1997
book published by Jon Elster, Claus Offe, and Ulrich
Preuss entitled: Institutional Design in Post-
communist Societies: Rebuild the Ship at Sea.
The initial section of the EECR is entitled
"Constitution Watch: A country-by-country update on
constitutional politics in Eastern Europe and the ex-
USSR." The countries examined in this issue include:
