Be a Part of History in the Making. . .

The Central and East European Law Initiative (CEELI), a public service
project of the American Bar Association, is currently seeking
experienced attorneys for the positions outlined below.

Although CEELI is a public service project, all participants receive a
generous support package which covers travel, housing, general living,
and business expenses.

CEELI considers attorneys with a minimum of five years of legal
experience, high level of energy and initiative, and strong
interpersonal skills. International experience is preferred.

ALTERNATIVE DISPUTE RESOLUTION and MEDIATION WORKSHOPS
  Sofia, Bulgaria (February 1 and 2, 1999) and
  Bratislava, Slovakia (February 4 and 5, 1999)

(We need an American who can focus on mediation and two western
Europeans who can discuss both mediation and arbitration.)

* Help government officials and members of the legal community
  determine which alternative dispute resolutions mechanisms to adopt.

RULE OF LAW LIAISON
  Pristina, Kosovo (12 months beginning Winter 1999)
  (Albanian language knowledge is preferred.)

* Establish CEELI office in Pristina - locate office space, hire local
  staff, and make initial contacts.
* Organize bar and judicial associations.
* Develop and implement judicial and legal training programs.
* Serve as a legal resource to the Kosovo legal community.

COMMERCIAL LAW LIAISONS
  Sofia, Bulgaria (12 months beginning as soon as possible) and
  Moscow, Russia (12 months beginning September 1999)

* Assist in drafting banking legislation and regulations.
* Organize interactive training workshops on topics such as bank
  dissolution, banking law, bankruptcy, intellectual property, and
  alternative dispute resolution.
* Coordinate commercial law related CEELI activities in the host
  country.
* Identify, develop, and implement technical legal assistance projects
  in partnership with the host country's legal community and government
  representatives.

JUDICIAL LEGAL SPECIALIST
  Astana and Almaty, Kazakhstan (3-12 months beginning January 1999)
  Bishkek, Kyrgyzstan (3-12 months beginning January 1999)

* Assist the newly-hired Executive Director of the Kazakh Judicial
  Training Center in developing judicial training curriculum, materials,
  and teaching modules
* Organize interactive workshops for judges on teaching methodologies;
  and support the work of the Kyrgyz Judicial Training Center

CLINICAL LEGAL SPECIALISTS
  Skopje, Macedonia (2 months beginning February 1999)
  Moscow, Russia (6-12 months beginning June1999), and
  Kyiv, Ukraine (4-12 months beginning June 1999)

* Assist law schools throughout Macedonia, Russia, and Ukraine in
  developing practice-based education programs, e.g. externships and pro
  bono live client clinical programs.
* Transfer experience and knowledge on the fundamentals of
  practice-based education.
* Train faculty members on clinical supervision and skills development
  techniques.
* Help to integrate skills training and skills-based simulations into
  existing courses.
* Develop written materials on model forms and procedures.
* Conduct roundtables discussion on the importance of professional
  responsibility and legal service.
* Develop and/or teach legal writing courses.

RULE OF LAW LIAISONS
  Albania, Armenia, Belarus, Bosnia-Herzegovina, Croatia, Kazakhstan,
  Kyrgyzstan, Macedonia, Moldova, Romania, Russia, Serbia, Ukraine, and
  Uzbekistan (12 months beginning Winter 1998)

* Coordinate CEELI rule of law related activities in the host country
* Identify, develop, and implement technical legal assistance projects
  in partnership with the host country's legal community and government
  representatives
* Organize interactive training workshop on topics such as creating an
  independent judiciary, drafting ethics codes, revising administrative
  procedures, and developing judicial training programs
* Manage legal reform programs focusing on continuing legal education,
  law practice management, and bar development.

CRIMINAL LAW LIAISONS
  Albania (6-12 months beginning January 2000)
  Armenia (6-12 months beginning October 1999)
  Bulgaria (6-12 months beginning June 1999)
  Hungary (6-12 months January 2000)
  Moldova (6-12 months beginning August 1999)
  Russia (6-12 months beginning November 1999)
  Ukraine (6-12 months beginning June 1999)
  Uzbekistan (6-12 months beginning February 1999)

* Coordinate criminal law related activities in the host country
* Organize interactive training workshops for prosecutors, judges, and
  defense attorneys on topics such as the drafting and implementation of
  modern criminal justice legislation, supervision of investigations,
  individual rights, and jury trial procedures.

ENVIRONMENTAL LAW LIAISONS
  Yerevan, Armenia (12 months beginning September 1999)
  Kyiv, Ukraine (12 months beginning May 1999 and June 1999)

* Coordinate and promote CEELI environmental law related activities in
  the country/region.
* Manage the Environmental Public Advocacy Center (EPAC), which
  stimulates public participation in environmental decision-making and
  promotes the legal reform process through consultations to citizens
  and NGOs and pro bono representation by local EPAC attorneys.
* Support the work of legal experts in the Environmental Advocacy
  Network and manage publication of the Network newsletter.
* Identify, develop, and implement technical legal assistance projects
  in partnership with the legal community , governmental
  representatives, and NGOs.
* Organize interactive training workshops on topics such as
  comparative environmental law, regulatory compliance, advocacy
  strategies, and NGO development.
* Support clinical legal education programs with local universities in
  order to train law students in the practice of environmental
  advocacy.
