ERRC is looking for a Russia monitor
Dear Colleagues,
The European Roma Rights Center is currently looking for a person who would
act as our local monitor in Russia.
The local monitor would be expected to conduct independent investigation in
various areas within Russia, and submit weekly reports primarily focused on
human rights violations
of Roma:
- episodes of community violence against Roma by non-Roma;
- instances of violence against Roma by authorities (police, the military,
etc.);
- cases of discrimination against Roma, including in the criminal justice
system, schools, housing, health services, etc.;
- failure of authorities to provide adequate facilities (infrastructure,
water) to Roma;
- failure of authorities to provide adequate protection to Roma;
- failure of authorities to provide legal redress to Roma when their rights
are violated;
- refugee issues, especially as compared with the treatment of non-Romani
refugees;
- other violations of other rights of Roma.
The local monitor would also be expected to perform media monitoring for
references to Roma, collect information from and maintain contacts with
other organisations, identify
lawyers to work on Romani human rights cases and work closely with them on
specific cases, monitor trials, cultivate contacts with members of the
media, organise press conferences and meetings for the ERRC in Russia,
and when necessary cooperate with employees of the ERRC when they travel
to Russia.
Following a period of up to six months first-hand field research, the
monitor will then be expected to draft a book-length report on a topic
related to the human rights situation of Roma in Russia. The topic will be
specified within the course of the monitoring, in coordination with ERRC
headquarters.
The local monitor will report to a member of the ERRC senior staff. S/he
will be a part of the ERRC e-mail network, and may need to travel to
Budapest occasionally for meetings with ERRC staff.
The successful candidate will have an university degree in law, political
science, social science, or other related field; proven competence in
international human rights as well as of human rights in Russia; previous
experience in human rights work; fluent English and excellent writing skills.
The local monitor will be based in Moscow or another Russian city. We will
provide a competitive salary and cover work-related expenses.
