The MurJmansk regional public charitable organization, HUMANITARIAN
INSTITUTE of NORTH, is legally registered in July, 1998 by Management
of Justice of Murmansk area. Within two years the charitable job by
initiative groups in cities of Murmansk, Severomorsk, Polarniy and
others is conducted.
During the work the monitoring on social, lawprotecting, educational
sphere of vital activity of region is conducted, the priority areas
of the work of the organization were formulated. The public groups,
highly skilled experts of various spheres participate in work of
organization: the lawyers, sociologists, teachers, doctors.
Protection of the outraged rights of the socially unprotected
population, protection of the rights of the mother and child,
struggle against poverty and discrimination, protection of health
became the basic directions of work of our organization.
The activity of the employees of organization has received a high
estimation of the public in Severomorsk:
--The social order for realization of the program "Mercy"--help to
the elderly people of groups of hazard is received;
--The Ford Foundation presented the charitable grant for conducting
lawprotecting program, "The Warning of social orphans. Protection of
the rights of the child."
--The Open Society Institute by Ford Fund awards the grant on
realization of the legal program <Children of Naval Capital>,
--The grant on job of Crisis Center on protection of the women
exposed to home violence is awarded by IREX.
--Constant intensifying of interest to community work, the high
estimation of the international funds, reconfirms the correctly
elected forms of job and urgency of decided problems.
During the work on law-protecting programs we collide with the facts
of infringement of the human right, conducting of open difference
between sexes. A problem of discrimination of the women in the closed
cities and garrisons of all Northern coast of Russia, display of
military mentality brightly appears, in which the basis is the order,
instead of law acts.
The outraged rights the woman are the outraged rights of the child
outraged rights of motherhood, infrigement of the constitution of
Russian Federation and International decrees under the human right.
The protection of the rights and education of the socially
unprotected population in northern regions of Russia stands very
acute, the further aggravation of a position requires adoption
big-scale lawprotecting measures.
Primary goal of the program is the creation Inter-regional
Educational and lawprotecting Center "NORTHERN LAW-PROTECTING
NETWORK" on protection of the outraged rights of the women and
children on Far North of Russia.
The overall objective of the draft is protection of the women and
children from cruel discrimination, legal education, prevention of
infringements of the human right, monitoring of infringements of the
human right in military districts on Far North of Russia, in Closed
Administrative and territorial areas, in far military unites and
garrisons, in "inaccessible" cities and settlements of North of
Russia.
Our organization is interested in an establishment of the
international contacts on law-protecting programs, information
interchange, conducting of joint measures.

organization and grant of a possibility for the further conducting of
democratic reforms, protection, human right, and as to grant more
complete information on the conducted and planned programs.
