Association for the Deaf

Started in 1991, the association's main focus is to obtain hearing aids for deaf youngsters. They count 1,250 deaf people in the Krai, including 650 in the city. Development plans include sending staff to Hungary for eight weeks of training in methodology to work with children with disabilities.

Association of Parents with Disabled Children (ARIDI)

Registered in January, 1989, ARIDI has a staff of 11 and a membership of 5,000 families with children with disabilities. ARIDI provides financial aid to its members and distributes food and clothing donated from abroad. The Association organizes parents to help them obtain better education for children with disabilities. Future goals include to build a children's rehab center in Khabarovsk, to send personnel for training in Hungary, and to develop an educational home school, sports center, and special store for children with disabilities.

Cabriolet -- Association of Disabled Drivers

Started by a couple with disabilities, this association strives to promote equal access to ensure people with disabilities can live independently. They seek to integrate people with disabilities in the regular school system. Activities include a children's theater, where children can make puppets and conduct shows. Cabriolet's main activity is to ensure the mobility of individuals with disabilities through repairs to wheelchairs, specially equipped cars, and accessibility in public buildings.

Catholic Relief Services

The CRS office in Khabarovsk distributes food -- main donors include the US Department of Agriculture and USAID in Khabarovskii Krai, Amurskaia Oblast, Magadanskaia Oblast, and Chukotka. Dan Spatz supervises oral hygiene education and social welfare service computerization projects. Working with the Department of Social Protection, CRS provided "appliances" for deaf children.

International Committee of the Red Cross (ICRC)/ Khabarovskii Krai Red Cross (local)

The ICRC program began in 1992 with a $50 million grant from the Japanese government earmarked for the RFE. In addition to food and medicine parcels and monetizations already implemented, the ICRC has discussed initiating a region wide training program for the Russian Red Cross as well as a strengthening grant to provide office equipment. Expatriate staff is assigned on a six month basis. The local Khabarovsk Red Cross has a state-wide staff of 52 and coordinates medical and material aid to the elderly, families with many children, and refugees. Its 1992 budget was 1,741,588 rubles. In 1992 and 1993, it distributed 659 metric tons of medical supplies, 5,672 metric tons of food, and 93 metric tons of infant formula. ICRC representatives in Khabarovsk told VEST members that the emergency phase of humanitarian assistance was over, although there was no evidence to support this statement. Significant humanitarian food support from the Japan Red Cross is expected to soon terminate. KRC, long a government supported instrument of social welfare, painted a picture of continued significant need in the community and loss of most of their government funding.

Khabarovskii Krai Society for the Disabled

Registered in July, 1988, the Khabarovsk state-wide organization consists of 20,000 members with disabilities. The purpose of the Society is to employ people with disabilities, and to provide all sorts of friendship and support for people with disabilities, including arranging and taking people to the sports club, festivals, concerts and visits. The Khabarovsk office is staffed by seven full-time people. In 1992, the Society distributed humanitarian aid and had a budget of 800,000 rubles. Business activities include shoe repair, and sports clubs for summer and winter. Future plans include "commercial and charitable activities, production, and advocacy."

Khabarovsk Krai Society of Culture & Reunification of Korean Families

Registered in December, 1991, the Society has 30 members who are Russian citizens of Korean ancestry. Activities include the promotion of Korean culture and providing assistance to the City Children's Foundation. The society has distributed humanitarian aid donated by Korea.

Likhnis

Established in April, 1994, this member of the Academy of Sciences is involved in the rehabilitation of people with disabilities, vocational guidance, training, job placement, microenterprise development, rehabilitation of people who are blind and youth. They seek to cultivate a moral climate in the Far East which is favorable to work and life of people with disabilities.

Society of Families with Many Children

Registered in January, 1991, the Society, active in Khabarovsk city only, has been very active in handling local and foreign donations (including family-to-family parcels through sister city organizations) as well as providing legal assistance to its members. Future plans include building a vegetable storehouse and procuring agricultural implements. The staff includes two full-time people, the chairman and accountant, as well as 10 volunteers. Association membership includes approximately 250 families with three or more children. The Chairman is a very out-spoken person who is very capable of getting things done. CRS has had some experience with this Society.
