Pacific Law Center

The Pacific Law Center, headquartered in Vladivostok with offices in Khabarovsk, has been resident in the RFE since 1992 and remains the only western-run law firm in the region. Directed by Kevin Block, who is fluent in Russian, and staffed by well-connected Russian resident lawyers, the PLC is retained by virtually all resident Western and Asian organizations and businesses. The PLC specializes in registration, banking, and contract issues.
