Association of Spinal Disabled "Charity Society"
Registered in February, 1992, the Association has five employees, 13 volunteers, and 80 members who have spinal disabilities. Each month the Association distributes food and financial aid to its members. In 1992, the Association's budget was 768,000 rubles. Future goals are to increase the amount of financial aid distributed.

Caritas/Vladivostok
Caritas is an international European Catholic social service organization which operates through loosely associated indigenous chapters around the world. Caritas Vladivostok was established in September, 1993. Through the persistence of its founding members it has mobilized medical and other volunteers and used a small grant from CRS to launch two projects: 1) a clinic providing free medical treatment and psychological counseling for pensioners, children with disabilities, and low income individuals; and 2) monetary assistance to pensioners and families with many children for medicine and food. Caritas has many ideas for social service delivery that are constrained only by a lack of resources. In particular, they are eager to provide sex education and other services for teenagers.

Catholic Relief Services
In March, 1992, CRS opened offices in Vladivostok and Khabarovsk to serve the entire RFE, becoming the first Western aid organization resident in the region. Working with the Department of Social protection, CRS during its first year distributed 30,000 metric tons of USDA food assistance to pensioners, families with many children, schools for people with disabilities, and hospitals. They also monetized butter oil to fund select social service projects. Since then, CRS has conducted two monetizations and initiated projects to improve services to people with disabilities, to provide preventative dental hygiene instruction to children, potentially to assist the Department of Social Protection with computerization. Current program funding will end in July, 1995.

This charitable children's dancing ensemble is a joint stock company dedicated to the art of dancing. They train children ages 7 to 17 the basics of choreography and concert activities.

Children's Foundation, Primorskii Branch
Registered in March, 1988, the Foundation's purpose is to help orphans and children with disabilities. The Foundation has a staff of 5 full-time employees and 50 volunteers. It has provided 5,000,000 rubles in financial assistance as well as food and clothing to 20,000 beneficiaries. The Foundation also distributed humanitarian aid from New Zealand.

Dialogue of Nations of the World
This Primorskii Region charity association was set up in August, 1991. Its charter goals are to combine the efforts of working bodies and the pubic to render charitable assistance to the needy. The association is engaged in developing and consolidating international contacts assigned to realize social, economic and ecological programs in the far east region. Founding organizations include Anna, Vostok, Insat, the Pacific Fleet, the Regional Children's Hospital, the juridical center, and the trade union of medical workers. The Dialogue has provided support services -- such as contacts, logistics, etc. -- to Western organizations, such as Catholic Relief Services, that seek to establish a presence in the Russian Far East.

Good Deed Society
The title of the philanthropic organization Dobroe Delo means "good deed". The director, Vasalii Vitz, is determined to establish rehabilitation centers, including therapeutic massages, and workshops for people with disabilities to allow them to become more self sufficient. Potential trades include shoe and T.V. repair, and tailoring. In spite of Vitz's great enthusiasm for the project, he lacks backing, organization and funding, and remains highly skeptical of Russian government assistance.

Activities include providing financial and food aid to members, as well as "production activity and missionary activity." Pervomaiskii Raion Society of the Disabled
One of the most active societies serving people with disabilities, they are currently engaged in advocacy and humanitarian aid distribution. To date, gainful employment has included machine-knitting and some shoe repair by people with disabilities. The Director has many ideas regarding future income generation, including opening a retail store. He is constrained by a lack of exposure to how things are done elsewhere as well as a lack of resources. The Society administered a donation of wheelchairs and medical supplies from CRS very efficiently.

This social organization assists government bodies, militia and health service providers in fighting against drugs and drug addiction. Primorskii Krai Society of the Disabled
The Society of the Disabled is a decades-old federal organization with state and district level branches. Due to both perestroika and economic constraints, the Society has become independent of the government. In Primorskii Krai, the Society registered in May, 1988, as a public organization. The functions of the Primorskii Krai Society are administrative. It claims a membership of 20,000 state-wide, including parents of children with disabilities, and a staff of 10 with an additional 320 volunteers. The Society's budget in 1992 was 740,000 rubles. It provided 50,000 rubles in direct financial aid to roughly 10,000 people. The Society would like to initiate local production of equipment for people with disabilities.

The poorly appointed office has only about four or five people to focus on employment of people with disabilities and training people to have work. Although not numerous, the staff has very up-to-date attitudes toward people with disabilities. Assistance includes everyday help, rent, heat, transportation, medical assistance, etc. The society runs a regional school for the blind. Business endeavors include making lids for bottles and jars, making and repairing electric appliances and lamps, and repairing telephones. They receive no government funding and have virtually no donors.

Krai Committee of the Red Cross Society
This committee of the Red Cross provides medical and social assistance to single elderly people and seriously ill in their homes. Also, they run a blood bank of 55,000 donor and upholds donor's rights. Finally, they provide financial and other assistance to the population in emergency situations. Other activities include managing and distributing donations.

Society of the Blind
Registered in April, 1925, the Society has a staff of 27, volunteers of 180, and a membership of 2,760 vision-impaired people. Activities include rendering financial and material aid. The Society's budget in 1992 was 2,011,100 rubles. The society runs a blind school for the whole region, which gives daily help, rent, heat, transportation and medical assistance. Although there is a central structure for tape libraries for the blind, there is a shortage of tape players.

Young Russia
This children and youth association plans leisure activities for children and teenagers, and conducts job placement activities on their behalf. At present, there are 1,500 children in the organization. They have hobby groups, sections, and provide social and domestic help to elderly.
