This report contains the results of a research project conducted by CAF regarding the state of NGOs outside of the Moscow- St. Petersburg area. CAF surveyed NGOs in Arkhangelsk, Nizhnii Novgorod, Tol'yatti, and Chelyabinsk on questions of finance, organizational structure, leadership, and program goals.
