Senior Advisor for Maternal & Child Health (TAACS), USAID/Moscow
CEDPA is a nonprofit international organization that has been awarded
a USAID contract to provide Technical Advisors in AIDS and Child
Survival (TAACS) to USAID offices overseas and in Washington. This
position requires US citizenship. Security clearance will be
required.
USAID/Russia's Office of Social Sector Restructuring (SSR) plans to
execute an "add-on" to the Global Bureau Population, Health and
Nutrition Center's Cooperative Agreement with CEDPA for support of a
Technical Advisor in AIDS and Child Survival (TAACS). The TAACS will
support SSR's Health Division Maternal and Child Health Team in
management of the maternal child health (MCH) program. The MCH team
manages the Women and Infant Health (WIN) Activity, the Women's
Reproductive Health Operation's Research Activity, the Policy II
Advocacy Network Activity, the Health Care Quality Assurance
Activity, the Assistance to Russian Orphans, and the maternal/child
health (MCH) initiatives of the American International Health
Alliance Health Partnership Activity. The TAACS will also support the
Infectious Diseases Team, particularly as programs interface with MCH
activities. S/he will engage with other USG agencies working on
related MCH issues in Russia as well.
The primary responsibility of the TAACS will be to assist USAID in
its efforts to improve maternal child health in Russia. The Health
Division is one of two divisions in the Office of Social Sector
Restructuring. It is headed by a US Direct Hire, who provides
supervision and program direction to seven technical staff and one
secretary. One USPSC works with the seven FSNs. The USPSC currently
manages USAID/Russia's Tuberculosis Treatment and Control program,
with part-time support from one FSN.
Foreign Service National (FSN) and Personal Service Contract (PSC)
members of USAID's health team provide years of experience, knowledge
of the health sector and local environment, and command of the
specific activities to the MCH and other health teams. It is
envisioned that the TAACS will provide complementary skills and
experience in management, results reporting (in English), monitoring
and evaluation, and USAID administrative requirements. The TAACS will
have detailed knowledge of the MCH program and an overview of the
entire Health Program to fill in for activity managers as needed, act
as Division Chief during her absences, and represent the Health
Division within and outside of USAID.
Specifically, the TAACS will support the Health Division Chief in:
� Program development
� Strategic planning
� Writing program descriptions for budget and other documents
� Writing activity descriptions for USAID documents
� Writing reports for the Embassy and USAID Washington
� Representing the Health Division at technical meetings
The TAACS will support the MCH and other Activity Managers in:
� Technical assistance in management
� Editing and writing activity descriptions
� Monitoring and evaluation
� Assisting with USAID administrative requirements
� Negotiating with partners
� Identifying technical assistance resources
� Writing procurement documentation
The TAACS will serve as the Health Division's "in-house" expert on
activity management, identify areas for strengthening, provide on-the-
job technical assistance, and identify resources to enhance the
Health Division's oversight of activities. The TAACS will work with
teams outside the Division to identify and support opportunities for
collaboration.
The TAACS will travel up to 35% of his/her time initially to make
site visits necessary to learn the program and travel 25% thereafter
to assist activity managers and provide current information and
reporting recommendations for the Division Chief. S/he will supervise
one full time project assistant, making assignments regarding
workload, monitoring work progress and evaluating work and
achievement.
TAACS QUALIFICATIONS
1. Educational Background: Master's in Public Health (MPH), or
Graduate degree in a closely related field required.
2. Professional Experience: Five or more years of experience in
management of health projects required. Health program experience in
USAID or other donor agency required. Experience in Russia or other
countries in the Newly Independent States (NIS) desirable.
3. Interpersonal and Team Experience: Candidates should have
experience working on teams, including experience in collaboratively
working with host country national colleagues under challenging cross-
cultural circumstances to define and accomplish shared objectives.
4. Language Skills: Russian language skills of a minimum of 2/2
are required.
