In response to a USAID RFA, the International Foundation for Election Systems (IFES) is currently competing for a technical assistance mission to Kosovo in support of enhancing the role of the local NGO community in the advocacy process through training and the issuance of sub-grants. IFES seeks a Chief of Party who will be responsible for the overall management of the project and serve as the primary liaison with USAID. Responsibilities would include managing two international personnel as well as being the main point of contact with the sub-grantee. The Chief of Party should be an expert in NGO administration, advocacy, and policy analysis. All applications must provide a detailed description of related activities and highlight regional experience.
DUTIES:
� Provide overall guidance and direction to the project including all international and national staff;
� Serve as the primary representative with USAID and other international organizations engaged in similar or related projects;
� Serve as primary contact with the Kosovar government, local institutions, other affiliated bodies, and sub-grantees;
� Provide guidance to primary sub-grantee on soliciting, selecting, awarding, funding, administering and overseeing sub-grants issued under this project to indigenous NGOs to address citizen needs through education, advocacy and service provision;
� Oversee technical assistance to primary sub-grantee;
� Budget tracking and management of the entire project, including tracking of matching contributions; and
� Implementation of a monitoring and evaluation plan in order to track program progress and report to USAID.
QUALIFICATIONS:
� 10 years of personnel and financial management experience, with at least five years of international field work;
� Demonstrated leadership abilities;
� Knowledge and experience with USAID regulations and reporting procedures;
� Experience in advocacy and community mobilization projects that emphasize local initiative;
� Experience in developing and implementing monitoring and evaluation plans;
� Regional work experience and knowledge of the Kosovar context;
� Excellent writing, communication, and organizational skills;
� Albanian and Serbian language abilities or experience with gender programs a plus.
