Near one month the action of protest against building of factory for =
utilization rocket engines proceeds in town Votkinsk, Udmurt Republic, =
Russia. (full information about building see www.istok.20m.ru.)=20
In this action famous environmental organization "Keepers of Rainbow" =
take a part, which organized camp of protest near place of the building. =
Non-commercial organization Chaikovsky Department of Perm Regional Law =
Center in connection with numerous infringements of human rights has =
taken solution to make independent supervision for action.=20
"Keepers of Rainbow" organized July 26 and August 2 meetings of protest =
into the town. And it is result:=20
After August 2, near 10 members of this organization were arrested in =
various reasons. Today court process was, where one from prisoners was =
accused in small hooliganism. Judge has taken unprecedented decision - =
to send case for additional investigation. In this way young boy will be =
in prison without proved fault during some days. On this process =
independent observer from our organization was and he told that in his =
opinion the member of "Keepers of Rainbow" must be released immediately =
as police not give enough proofs of fault. We think decision of judge is =
caused by pressing from state bodies, which are interested in building. =
Now we do make prognosis of final decision which will be next week =
probably. Certainly, judge can not make verdict for the benefit of young =
boy as if judge make such solution it will mean that boy was in prison =
during week without bases. And it is fraught with consequences :Other =
persons still are waiting for court in prison and how long it will be we =
do not know. It is interesting that August 2 the assistants of the =
deputy of local self-managing were arrested too for big distance from =
place of meeting without any reasons just because the deputy acts =
against building of factory. However these two women were released by =
evening because mayor of town has rendered protection. Nevertheless they =
were sentenced for fine subsequently.=20
Mayor of town is one from main opponent of building and has big problems =
too. Thing is mayor is opponent of not only building and he does not =
arrange Udmurt powers as he has boldness to have own politics and =
independent position. Thus all people of Votkinsk very likes mayor.=20
Mayor at July 25 give the sanction for "Keepers of Rainbow" for =
realization of meeting, which, by way was without disorders. However, =
local prosecutor has submitted the complaint to court with requirement =
to recognize void order of mayor about sanction of meeting. Complaint is =
based only on the formal arguments and we think that prosecutor had =
instruction from Udmurt authorities. If order recognize as void it will =
bad consequences for mayor as Udmurt President will able to remove mayor =
from place. We think is dirty politic play is connected with elections =
of mayor in March 2002 and has target to create bad opinion about mayor. =
Today preliminary conversation in court was and consideration of =
prosecutor's complaint will be August 14. In this court process the =
representative of our organization take a part as a lawyer of mayor, =
however our chances to win not very big, especially at present politic =
conditions. By way, prosecutor not arrived on the conversation as around =
court large crowd of local inhabitants was with posters like "We will =
protect our mayor" and "Mayor, we are together with you". Probably, it =
was a shame for prosecutor.=20
