TITLE: Program Officer, Media Development Division
NOTE: Dependent on Funding
REPORTS TO: Senior Program Officer, IREX/DC
POSITION LOCATION: Washington, DC
ABOUT IREX: IREX is an international nonprofit organization dedicated to the
advancement of knowledge. Central to its mission is the empowering of
individuals and institutions to participate meaningfully in civil society.
IREX administers programs between the United States and Eastern Europe, the
New Independent States (NIS), Asia, and the Near East.
SUMMARY OF POSITION: IREX seeks applicants for the position of Program
Officer for a US government-funded independent media development projects.
The Program Officer has significant programmatic and administrative
responsibility for daily management of multi-million dollar projects.
Significant experience managing USAID-funded projects highly desirable.  The
position requires periodic travel to Eurasia.  Russian language skills are a
plus.
RESPONSIBILITIES AND DUTIES:
�	Point of contact between USAID technical and financial officers and
IREX for formal communication, notice, or inquiry.
�	Serve as in-house liaison between and among IREX media programs and
other IREX programs.
�	Working with the Resident Adviser to design work plans which respond
to the strategic priorities of USAID in the media sector, and which promise
the most results for available resources.
�	Tracking progress of annual work plans, trouble-shooting as
necessary, making sure USAID is aware of progress and advising them of any
problems that should concern them; in general keeping the client well
informed and confident of our management team.
�	Helping the Resident Adviser to staff short-term assignments in
country, including writing scopes of work, designing budgets, recruiting,
and making logistical arrangements.
�	Acting as point person for such administrative matters as field
office registration, local hire employment policies, procurement policy,
insurance on field office property, etc.
�	Tracking budgets to ensure that IREX is on target with regard to
program and administrative billing, and bringing to the Director's attention
any problems in the making.
�	Making sure that required program reporting is complete, accurate
and informative.
�	Keeping current on political and economic trends and events in
Armenia and Ukraine, particularly those impacting on media.
�	Attending meetings, conferences, seminars that will promote the work
and image of IREX, as allowed by the program budgets.
QUALIFICATIONS:
Candidates must be well organized, able to work independently, skilled at
handling multiple tasks, able to adhere to deadlines, and willing to travel.
Specific qualifications include:
�	Experience in managing USAID-funded technical assistance projects,
preferably democracy and governance programs.
�	Experience in managing subgrants
�	Excellent interpersonal and organizational skills.
�	Solid understanding of political, economic, and social issues in the
former Soviet Union.
�	Knowledge of computers and relevant software (MS Office, Excel,
etc.).
�	Bachelor's degree (Master's preferred, or equivalent work
experience) required.
�	Russian language skills a plus.
