Leading Proponent of Financial Sector Reform in Russia to Join
American Financial Services Volunteer Organization
New York, NY August 13, 2001--Andrei A. Kozlov, former First Deputy
Chairman of the Central Bank of Russia and former CEO of Russian
Standard Bank, will become Managing Director of the Financial
Services Volunteer Corps (FSVC), the organization announced today.
Kozlov, who will head FSVC's Moscow office, will be responsible for
the coordination of the majority of projects in Russia and other CIS
countries.
	FSVC's Executive Director, Andrew Spindler, noted, "We are
extremely pleased that Mr. Kozlov is joining FSVC.  He has been a
leading proponent for financial sector reform in Russia, and our work
will benefit greatly from having a key recipient of our technical
assistance now in a position to help mold future projects and
programs.  Andrei's involvement in FSVC's management will further
strengthen the impact of FSVC projects and programs, not only in
Russia but everywhere that FSVC operates."
	FSVC was established in response to the historic events that
took place in Central Europe and the former Soviet Union during the
late 1980s and early 1990s.  Founded by former U.S. Secretary of
State Cyrus Vance and former U.S. Deputy Secretary of State John C.
Whitehead, FSVC is currently co-chaired by Mr. Whitehead and Paul A.
Volcker.
	FSVC's mission is to help build sound financial
infrastructure in countries making the transition to market-oriented
economies or those experiencing economic crisis.  The organization
accomplishes this by mobilizing the expertise of financial
professionals to complete practical assignments.  Volunteers are
senior bankers, lawyers, accountants and other financial
professionals.
	Areas in which FSVC provides technical assistance and
training include:  commercial banking, including credit fundamentals
and risk management; central banking; capital markets; bank
supervision and regulation; bank restructuring; legislation relating
to central banking, commercial banking, capital markets, and foreign
investment; payments systems; and pension systems.
	Since 1990, more than 2,000 Volunteers have served on
projects in twenty-five countries, and the value of the technical
assistance delivered by FSVC has exceeded $130 million.
