Location: South Central Asia (Uzbekistan)
As a result of the humanitarian crisis emerging in Afghanistan and
its border countries, Mercy Corps is in urgent need of a Chief of
Party to develop and oversee a proposed Community Action Investment
Program. The vision of this role will to build social stability and
alleviate sources of conflict in key regions of Central Asia by
enhancing community infrastructure, living conditions, and economic
opportunities through improved community dialogue and collective
action. This proposal will build on, and benefit from lessons learned
from similar Agency community action programs in Lebanon, Armenia,
and the Balkans.
The successful candidate will oversee three direct activities directed at
increasing economic capacity of poor communities in this region.
1. The rehabilitation and improvement of the social and physical
infrastructure of communities.
2. Improving the capacity for dialogue, collective action, and
conflict resolution skills in and among communities to address
potential sources of conflict.
3. By providing loan and business development opportunities to micro
and small enterprises.
This position requires a MA/S or equivalent in social science or
management and five years of field experience in international relief
and development programs. Three years practical experience in NGO
capacity building and management and proven skills in financial
management of a remote staff are necessary. Must have three years of
senior-level leadership and field management experience, preferably
with USG-funded programs. Demonstrated ability to function as a
social entrepreneur and proven success with building and managing a
team of professionals is required. Successful and proven negotiation,
written and verbal communication, organization, and prioritization
skills and experience are necessary. Experience and proven skills in
thinking creatively and "out of the box", demonstrating sensitivity
with people and issues of the developing world, and functioning as a
team player among peers are vital. A proven background in community
infrastructure development, conflict mitigation and micro-credit
programs are preferred. The ability and desire to grow individually
and professionally is important. The ability to work comfortably
within the relevant cultural environment is required.
