I would like to draw your attention to the Coalition 2000
anti-corruption initiative which combines the efforts of a number of
Bulgarian non-governmental organizations in combating corruption
through a process of cooperation among governmental institutions,
NGOs and individuals. The Anti-Corruption Action Plan for Bulgaria,
drafted in the beginning of the process, reflects its main objectives
and outlines the major activities of Coalition 2000 . The other two
important tools have been the anti-corruption awareness campaign and
the unique corruption monitoring system.
The Center for the Study of Democracy (www.csd.bg) has served as a
Secretariat of Coalition 2000 and has been the main actor in
developing the initiative. In this regard, Coalition 2000 is an
example of the role of the NGOs in attracting people�s attention to
corrupt practices in the society and in building public-private
partnership in countering corruption.
As early as in 1998 the financier George Soros called Coalition 2000
"the most comprehensive anti-corruption initiative in transition
economies". Later the World Bank also praised the Coalition referring
to it as a "groundbreaking initiative".
