SCOPE OF WORK
Title: Senior Program Officer			
Program Area: Central & Eastern Europe
Classification: Employee			
Reports to: Deputy Director, Europe & Eurasia
Position Description:  The Washington, DC-based Senior Program Officer
will manage current programs in the CEE region as well as undertake
activities toward the development of new opportunities for IFES.
Specifically, he/she will manage programs in Albania and Macedonia in
coordination with assigned CEE staff, conduct outreach on all CEE
programs in coordination with CEE staff, and pursue development of new
concepts with local and international partners, donors, and other
relevant governmental and non-governmental actors.   He/she will also
provide management oversight over the entire CEE region to ensure
coordination and cross-fertilization among all CEE programs.
Duties:  
*	Programmatic oversight and guidance to the CEE region, focusing
on outreach and development of new programming;
*	Representation of IFES' CEE programs with international
partners, donors, and at professional gatherings, serving as IFES' CEE
resource in coordination with CEE staff;
*	Preparation of technical and editorial papers and reports in
support of IFES programs;
*	Coordination of implementation of CEE projects to ensure
application of 'lessons learned' in the region and coordination among
CEE program staff at headquarters and in field offices;
*	Personnel management of CEE staff at home and field offices;
*	Management of the implementation of the Albania and Macedonia
projects in coordination with assigned CEE staff, including personnel,
budgets, and program design;
*	Proposal and budgetary development in response to RFAs/RFPs and
unsolicited opportunities;
*	Recruitment of new field and home office personnel and
consultants, as necessary;
*	Coordinate activities and initiatives underway with IFES, Ltd as
opportunities arise;
	*	And, performance of other duties as assigned.
Qualifications: The incumbent is required to have a Masters Degree in
International Relations, Public                        Policy, Political
Science or, a related field with a minimum of five years functionally
related professional                        experience, OR a similar
degree at the Bachelors level with a minimum of seven years functionally
related                        professional experience of which at least
one year will have been spent implementing a project in a CEE country.
Flexible personal schedule and willingness to travel are essential. 
Strong familiarity with regional CEE politics, culture and U.S.
assistance programs is required while fluency in a regional language is
advantageous.  The incumbent must be motivated, skilled at prioritizing
and completing multiple tasks at once, experienced in the areas of
personnel, project, and budget management, and interested in working for
an organization which specializes in supporting emerging and established
democracies. Excellent written and oral communication skills are
required as well as proficiency in MS software applications, including
Word, Excel, and Project.
