Dear colleagues!
As we inform you earlier, at the end of 2000 in the Leningrad regional
organization of the Russian Red Cross was elected the new managements.
During 2001 was carried out the large work on a conclusion [ed. note:
saving?] of organization from crisis.
In total for one year much [progress] was made:
- The plan of strategic development of organization and re-structuring of
financial duties was developed;
- The contracts about cooperation with Government of the Leningrad area,
state committees of public health services and social protection of the
population, services of assistance of employment and migration, some
noncommercial organizations, such as, Federation of trade unions, trade
union of the workers of public health services, society of the invalids etc.
are made;
- The re-structuring of duties is carried out;
- The image of organization among a management of region and public is
restored;
- The divisions of a Red Cross are created in 16 areas of region;
- The quantity of the members of organization has increased in 14 times and
the man has exceeded of 8 thousand;
- The various programs of a Red Cross covered more than 15 thousand the man.
And, all these programs were carried out without any helps from outside.
Now in the plans there is an establishment of foreign contacts on
organization of the joint programs and exchange of experience. We have good
contacts with a management of region and among business. Therefore in the
joint projects we are ready to act by the equal in rights partners and to
bring in the contribution.

***Detailed Report about activity of the Leningrad regional organization of
the Russian Red Cross in 2001***
At the end of 2000 the Leningrad regional Red Cross practically has stopped
the activity:
- The divisions of organization worked only in 3 areas of region;
- The quantity of the members has fallen below than 500 men;
- There were large financial difficulties and debts;
- The image of organization was negative.
Therefore, in December 28, 2000 under the initiative of the Government of
Leningrad area elected a new management of organization.
During 2001 the regional Red Cross realized the following basic programs:
1. "Rendering assistance to the most vulnerable layers of the population".
Within the framework of the short-term program of the Russian Red Cross the
humanitarian help as grocery sets to families of the most vulnerable layers
of the population in the Leningrad area was rendered. Among them families,
which had many children and also family with children by the invalids.
2. "Nobody is forgotten also nothing is forgotten".
Within the framework of the program the help to the veterans and invalids of
Great Patriotic war was rendered:
- The celebratory concerts of February 23 and March 8 are organized;
- The humanitarian help most requiring is rendered;
- In various areas the meetings of veterans were organized.
3. "The Help to the persons with the limited opportunities".
Within the framework of the program the help to the invalids of the
Leningrad area was rendered:
- The humanitarian help most requiring is rendered;
- Within the framework of decade of the invalids (November 29 - by December
8) organized celebratory concerts, meeting with a management of a Red Cross
and society of the invalids;
- The fair of vacancies for the invalids (together with a state service of
employment) is organized;
- The festival of creativity of the invalids (December 14) is carried out.
4. "The Emergency help to families compelled migrations, having children of
the invalids".
In frameworks this pilot program the emergency help to families compelled
migrants, having children of the invalids was rendered, that has allowed to
take off the arisen problem with purchase of necessary medicines and
treatment of the patients of children.
5. "Partnership in a name of mercy".
Within the framework of the program the Red Cross together with Government
of the Leningrad area and International organization " Organization of the
help and consolation " has rendered the humanitarian help to the most
requiring layers of the population, such as the invalids, lonely pensioner,
etc.
6. "Propagation of the international humanitarian right and values of a Red
Cross".
Within the framework of the program meetings a management of the Leningrad
Red Cross with the population and representatives state and etc., were
carried out. Organizations of the Leningrad area, clauses in MASS-MEDIA are
published, are issued and the information materials are distributed.
7. "The Member ticket".
The program was directed on development of organizational structure and
increase of quantity of the members of a Red Cross.
Thus, for short term the new management of the Leningrad Red Cross does the
large work:

Now for realization in region the following programs are prepared:

1. "Creation of a service of mercy of a Red Cross" (service of the nurses).
The purpose of the program - creation of workplaces for the invalids on a
leaving of the lonely persons of advanced age.
2. "The First help".
The purpose of the program - creation of the educational centre of a Red
Cross - training of the nurses, experts in rendering the first help.
3. "Warehouses on extreme situations".
The purpose of the program - creation of warehouses on rendering the food
and ware help by the injured during acts of nature, fires, military actions.
Further the organization of a dispatching service of rescue is possible.
4. "The Youth centre of the saviors".
The purpose of the program - creation of the youth centre of the salvors,
that will allow to involve youth in numbers of a Red Cross, to organize an
educational rate at schools on organization of the first help, to organize
summer camp of the salvors, sports clubs for youth.
5. "The Help compelled migrants".
The purpose of the program - creation of the stationary and mobile centres
on rendering the psychological, humanitarian and legal help compelled for
migrants.
6. "The Help to the persons liberated from places of deprivation of
freedom".
The purpose of the program - creation of a service on rendering
psychological, humanitarian, legal and medical aid to the persons liberated
from places of deprivation of freedom. Including on preventive maintenance
of a tuberculosis.
7. "Organization of social restaurants".
The purpose of the program - organization of a network of charitable
restaurants for the most vulnerable and socially poor layers of the
population.
8. "Organization of shelters of the temporary contents".
The purpose of the program - organization social - reabilitations of centres
for the most vulnerable and socially poor layers of the population.
9. "Rendering assistance to the most vulnerable layers of the population".
The purpose of the program - establishment of contacts and organization of
cooperation with the international and Russian organizations on rendering
the humanitarian help to the most vulnerable and socially poor layers of the
population through structures of a Red Cross.
10. "Information maintenance of activity of a Red Cross".
The purpose of the program - creation of information resources (bulletin,
site in the Internet, information materials) on informing a public on
activity of a Red Cross, propagation of the international humanitarian
right.
11. "Creation of workplaces for the invalids".
The purpose of the program--professional training and organization of
workplaces for the persons with the limited opportunities.
