Freedom House seeks a Project Director/Media Specialist for its program in

Founded in 1941, Freedom House is a nonprofit, nonpartisan organization that
promotes an engaged U.S. foreign policy; evaluates human rights conditions;
sponsors public education campaigns; facilitates training and other
assistance to promote democracy and free market reforms; and provides
support for the rule of law, free media and effective local governance,
Freedom House is seeking a qualified media specialist to serve as its
Project Director of its Printing Press project in Kyrgyzstan.  A qualified
applicant will have experience in developing and running newspapers in a
repressive government environment, and in supervising the operation of a
printing press. Experience working in Central Asia or the NIS is plus.
The Project Director will be responsible for developing and implementing a
strategy for successful installation and start-up of an independent printing
press in Kyrgyzstan.   Specifically, the project director will assess and
identify a local entity with the strongest potential for success to operate
a successful printing press.  If no existing entity is appropriate or
willing to house and run the printing press, the project director will
support the development of a new entity, including providing advice on the
creation of a legal entity and facilitating local registration and all other
legal requirements required by Kyrgyzstan law.  The Project Director will
assist in identifying a suitable location to house the printing press,
assist in developing a business and marketing plan for the local entity,
help select and support a local board of directors, work with local media
outlets to develop protection strategies to address government harassment,
and oversee and provide advice during the initial period of running the
printing press.  The Project Director will not be required to provide advice
or training on the technical components of running the printing press as
this will be provided by another donor to the project.
Freedom House is seeking to fill the position immediately and place a person
in Bishkek within the next 4 weeks, if possible.
Desired Qualifications:
--At least 5 years of experience in media management
--Experience working in repressive society
--Experience in the overseeing the operation of a printing press
--Experience working in Central Asia or the NIS is a plus
--Russian Language is a plus

Duration of position:  One year, with possibility of renewal of contract
