PROCUREMENT SPECIALIST - Bulgaria
DPK Consulting seeks a procurement specialist to build the capacities of the
Procurement Directorate and various Bulgarian government Ministries as part
of our Open Government Initiative project.
Specific activities include:
* analyze the legal, organizational and operational aspects of current
procurement practices and capabilities;
* develop an overall comprehensive reform program that includes the
development of new procurement laws, strengthening of organizational
structures and institutional capacity, and the creation of new practices in
conformity with international standards;
* identify best practices and design and conduct training in them;
* improve use of on-line procurement,  and generally provide training to
local project staff and others in procurement issues.
Applicants must have demonstrated experience in procurement issues in EU
countries.  Applicants must have strong English-language proficiency.
Applicants with related consultancy experience in Eastern Europe and/or the
former Soviet Union preferred.
