The AIDS Foundation East-West (AFEW) is looking for candidates to fill three
open positions:
* HEAD OF MISSION
* CENTRAL ASIAN REPUBLICS, PROJECT CO-ORDINATOR, PENAL SYSTEM PROJECT
* HEAD OF MISSION, RUSSIAN FEDERATION
The AIDS Foundation East-West (AFEW) is an international, non-governmental,
humanitarian, public health organisation which was founded in the
Netherlands, and whose mission is to make a major contribution to the
reduction of the impact of HIV/AIDS in the Newly Independent States (NIS) of
the former Soviet Union. AFEW develops, implements and promotes tools for
effective HIV prevention, treatment, care and support for people living with
HIV/AIDS in the NIS region. AFEW also strives to strengthen East-West
engagement via the exchange of knowledge and people through its programme
activities.
AFEW operates from its headquarters in Moscow, and co-ordinates its
programme activities in the various NIS republics from its operational
offices in Moscow, Kyiv and Almaty.

1. HEAD OF MISSION, CENTRAL ASIAN REPUBLICS
I. Terms of Reference
Job Title: Head of Mission, Central Asian Republics
Place within the Organisation: Hierarchically and functionally accountable
to the General Director
Job Dimension:
· To direct AFEW's Operational Office in Almaty, Kazakhstan
· To manage AFEW's current operations in Kazakhstan, Uzbekistan and
Tajikistan (6 projects in total), anticipating further expansion in the
Central Asian Republics
· To supervise a team of international, national, and NIS staff which
currently includes around 30 staff members
Job Location: Almaty, Kazakhstan
Starting Date of Position: ASAP
Minimum Duration of Contract: Two (2) years
II. Overall Job Objective
To firmly establish AIDS Foundation East-West (AFEW) as one of the leading
international non-governmental organisations in the field of HIV/AIDS
prevention, treatment, care and support in the Central Asian Republics
III. Description of Core Responsibilities and Tasks
Related to General Management:
· To further develop the organisational structure of AFEW in Almaty and fill
all related positions accordingly
· To set up a system of planning and reporting together with the Moscow
Management Team to ensure the integration of operational, financial and
management processes from AFEW's HQ
Related to Strategic Development:
· To develop a three-year, Medium Term Strategy including among others
operational strategies, strategic positioning and strategic alliances for
the Almaty Office / Central Asian Republics
· To regularly evaluate developments within the organisation in relation to
the strategy and adjust accordingly
Related to Programme Development:
· To manage all current programmes - six (6) projects in three (3) countries
· To analyse trends and developments related to HIV/AIDS in the Central
Asian Republics
· To initiate exploratory missions in close collaboration with the Moscow
Office
· To set up and manage additional HIV/AIDS related programmes resulting from
exploratory missions according to the Medium-Term Strategy
Related to Communications:
· To develop and implement a system of internal and external communication
through meetings, reports and other means in order to properly inform and
involve all relevant internal and external target groups together with the
Head of the Communications Department, Moscow Office and following the
guidelines of AFEW's Communications Strategy
Related to Human Resource Management:
· To manage recruitment, selection, dismissal, (de-)briefing, evaluation,
career planning and training of AFEW staff in close co-operation with the
Head of the HRM Department, Moscow Office
· To coach and supervise all key staff, supporting them in performing their
duties and supervising their teams
Related to Fundraising:
· To define fundraising goals and targets together with the Head of the
Fundraising Department, Moscow and the Operations Director
Related to AFEW's Representation:
· Regional and international strategic alliance partners
· Regional governmental and non-governmental counterparts
· Institutional donors and other funders
· Regional and international network of HIV/AIDS related experts
· Regional and international media representatives
IV. Requirements
Background and Qualifications:
· University or higher vocational training
· Minimum of five (5) years experience in cross-cultural management of
medium to large size overseas health projects
Personal Skills / Additional Information:
· Strong organisational and communication skills
· Strategic, analytic mind
· Ability to set priorities
· Ability to combine the mission of the organisation as a whole with
local-level engagement amongst staff and counterparts
· Affinity and familiarity with the NIS context
· Fluency in written and oral English, working knowledge of Russian
preferred

2. PROJECT CO-ORDINATOR (PC), PENAL SYSTEM PROJECT
I. Terms of Reference
Job Title: Project Co-ordinator (PC), Penal System Project
Place within the Organisation:
· Hierarchically accountable to the Head of Mission (HoM) based in Almaty,
Kazakhstan
· Functionally accountable to the Head of Penal System Projects (HoP) based
in Moscow, RF
Job Dimension:
· To co-ordinate three (3) separate prison projects in three (3) Central
Asian Republics - i.e., Kazakhstan, Tajikistan and Uzbekistan
· To supervise 10 to 15 staff working for the various Penal System Projects
Job Location: Almaty, Kazakhstan with regular visits to regions / countries
participating in the projects
Starting Date of Position: ASAP
Minimum Duration of Contract: One (1) year
II. Overall Job Objective
To co-ordinate the implementation of pilot programmes on HIV prevention and
health promotion in prisons in Central Asia - i.e., Uzbekistan, Tajikistan
and Kazakhstan in the first instance with additional programmes in
Kyrgyzstan and Turkmenistan developing at a later date - as a tool for
effective HIV prevention, and care and support for people living with
HIV/AIDS, particularly designed for and appropriately adapted to the
specific conditions of the NIS.
III. Description of Core Responsibilities and Tasks:
Related to Project Co-ordination:
· To co-ordinate the implementation of prison programmes in Uzbekistan and
Tajikistan as jointly described in the OSI-USAID Proposal 2002 - 2007
· To co-ordinate the implementation of a third prison programme in
Kazakhstan in close co-operation with KNCV starting in July 2003
· To implement and when needed adapt existing work plans together with the
Head of Mission, the Head of the Penal System Projects, and in line with
project guidelines
· To develop working relationships and work closely together with local
counterparts
· To plan and organise training sessions together with the HoP, trainers and
local counterparts
· To train, instruct and supervise support staff on training and logistics
· To document the experiences from each training for the specific context
· To report to donor(s) according to donor requirements
· To co-ordinate the production of project materials in close consultation
with the Material Developer in Almaty and the IMD Department (Information &
Materials Development Department) in Moscow
Related to Financial Management
· To monitor and be responsible for project budgets
Related to Human Resource Management
· To ensure briefings, mid-term performance evaluations and debriefings -
i.e., final written evaluations of all project staff reporting to him/her
· To assist in the recruitment, selection, training and dismissal of project
staff
Internal Communication
· To participate in regular team meetings at the Almaty AFEW Office
· To closely communicate with the HoP and HoM on the development and
implementation of Penal System Projects
· To regularly update the HoP and HoM on operational and financial
developments
· To regularly update other key stakeholders on developments within the
projects
External Contact
· Regional and international networks of HIV/AIDS related experts
· Regional governmental and non-governmental counterparts
· In close consultation with the Communications Department, maintain contact
with regional and international media representatives
IV. Requirements
Background and Qualifications
· Knowledge and experience in the fields of HIV/AIDS and Harm and Demand
Reduction in prison settings
· Experience with programme development and evaluation
· University or higher vocational training
· Fluency in written and spoken English
Personal Skills / Additional Information
· Strong communication and organisational skills
