German-Albanian Financial Co-operation, Social Investment Funds II and III -
Kreditanstalt für Wiederaufbau (KfW) / Albanian Development Fund
Positions are open for experts in project co-ordination, fund management,
and training. Overall project duration is 30 months but duration of
positions listed below varies.
Project will commence towards the end of 2003. The experts will be stationed
in Albania.
KfW and the government of Albania have signed new loan agreements for Social
Investment Funds II and III. The project is run by the Albanian Development
Agency and is divided into three components:
· Social Investment Fund (SIF) II: The objective of this project is to
achieve sustainable use of newly developed social and economic
infrastructure by the Albanian population, and thereby contribute to
long-term socio-economic development in rural and urban areas.
· SIF III: The purpose of SIF III is to improve the provision of social
infrastructure to the population in the Northern Districts of Albania and to
create temporary employment and qualification opportunities to poorer
population segments. Conflict prevention measures involving NGOs and civil
society initiatives.
· Professional Training and Qualification Measures.
The following positions need to be filled:

Key Expert 1 - Senior international long-term expert in project
co-ordination and fund management
The day-to-day operations of the first two components (above) will be led by
a resident team leader who will be in charge of project co-ordination and
organisation. The team leader will manage the team of international and
local experts; supervise and coordinate all aspects of the project's
technical work; ensure good communication with the project-executing
authority and the project partner; organize all administrative and logistic
support for the project.
Tasks will comprise: the preparation of a time, cost and financing schedule
for the SIF; the selection and the implementation of sub-projects, including
the evaluation of tenders and technical supervision; financial management;
monitoring of impact and results; review of existing guidelines and
procedures; making suggestions to improve the organization of the project
and the management information system.
The team leader should have a higher degree in economics, business
administration or similar studies, should be familiar with the functioning
of loans and grants in transition economies and should have at least 15
years of relevant professional experience in the planning, management and
implementation of investment funds. S/he should have extensive specific
experience of working in Albania or another Balkan country. Fluency in
English both written and oral and excellent communication skills are
required as well as proven previous experience as a team leader in a
technical assistance project.
18 working months (6 for SIF II and 12 for SIF III) starting late this year
or beginning of next year.

Key Expert 2 - Senior international long-term expert in training
The training expert will, among other things, be in charge of elaborating
the guidelines of the labour-intensive sub-projects; training of local
administrations on identifying, designing and carrying out social measures
and relevant aspects of conflict prevention; designing a monitoring system
for the labour-intensive measures
The Training Expert should have a higher education degree in social sciences
and have at least 10 years of proven professional experience in the design,
development and implementation of training courses based on needs assessment
for social workers and social administration staff. S/he must be fluent in
English and have proven specific experience in transition economies.
Experience in working in Albania / the Balkans would be a definite
advantage.
8 person-months starting late this year or beginning of next year.

Key Experts 3 - Junior experts (international and local)
Several junior experts will be needed, on a short-term, for all project
components. At least 3-5 years of proven experience in fund management or
training measures in donor-financed projects is required. Fluency of English
both written and orally, as well as experience in the Balkans are also
required.
Local Albanian experts will be required as well.
