Five Consultant Positions: Civil Service Reform Project in Romania

Design and Implementation Mechanism for the Full Application of the Civil
Servants Statute Law: Romania
PLS RAMBOLL invites international and local consultants to submit
applications for work on a project expected to commence October 2003 and
terminate 12 months from this date. The location is Bucharest. However, some
activities may take place outside of Bucharest.

- EU Member States
- The recipient States of the Phare programme: Bulgaria, Czech Republic,
Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and
Slovenia.
1. Project information
The overall objective of the project is to assist the Government in its
efforts to develop a democratic and efficiently functioning public
administration by the establishment of a politically neutral, stable and
professional body of civil service--in short, a merit-based civil service.
In order to achieve this overall objective the project aims at strengthening
the capacity of the Civil Servants National Agency (CSNA) in the field of
Human Resources, in preparation of secondary and tertiary legislation, and
most of all in the implementation of the various legal regulations.
The project has three components:
1) Component 1: System of merit-based selection and recruitment
2) Component 2: Merit-based career system (including promotion and
motivation)
3) Component 3: Human Resources planning system for the civil service
Since the ultimate beneficiary of the project is the corps of civil
servants, which includes employees of both central and local governments,
the geographical area to be covered is the territory of Romania. However,
the overwhelming majority of activities will take place in Bucharest.
2. Personnel requirements
All long and short-term experts must be fluent in English. Knowledge of
Romanian and/or French would be an advantage.
Key expert 1: Team Leader
Project team leader: needed for 11 months of the total 12 months of the
project. The team leader is an international long-term expert, situated in
Bucharest.
The team leader bears the overall responsibility for carrying out in an
appropriate way the contractor's responsibilities.
Above the general requirement that all Phare project team leaders are
expected to fulfil (see Practical Guide), the team leader is expected to
have good qualities and experience in project management in the field of
public administration reform with significant experience in the Central-East
European region.
Additionally, the team leader must meet at least three of the following five
criteria.
* Strong skills and knowledge in human resources management and development;
* Understanding the basic principles and rationale of continental law
systems;
* Knowledge of and/or experience with West-European civil service systems;
* Knowledge of and/or experience with Central-East European civil service
systems and the development of these in the past decade;
* Other knowledge and skills relevant in reaching the outputs and achieving
targets defined in this TOR.
Key expert 2: Project Assistant
The project assistant is a long-term local expert (12 months), who is
responsible to assist the team leader in carrying out his/her
responsibilities. Additionally, the project assistant is responsible for the
clerical work related to the project management as the team leader delegates
it to him/her.
The project assistant is expected to have:
* A good understanding of the Romanian public administration system
generally;
* A good understanding of the Romanian civil service system specifically;
* A good understanding of the Romanian legal system generally;
* A very good knowledge and understanding of the laws and other regulatory
acts relevant in the field of Romanian civil service;
* Good ability to communicate and work with both local teams, local and
international experts, speaking both English and Romanian is naturally a
must in that regard;
* Good skills in everyday project management and administration.
Additionally, meeting any of the criteria enlisted under the "Team leader"
section is an asset. The Contractor is to provide CVs for the long-term
experts.
Key expert 3: HR management expert
The HR management expert is supposed to be an international expert, hired
for a period of 8 months. He/she must have relevant qualification and
international experience in policy making and implementation planning.
The HR management expert is expected to have:
* Strong skills and knowledge in human resources management and development;
* Knowledge of and/or experience with West-European civil service systems;
* Knowledge of and/or experience with Central-East European civil service
systems and the development of these in the past decade;
* Other knowledge and skills relevant in reaching the outputs and achieving
targets defined in this ToR.
Key expert 4: Macroeconomist
The macroeconomist is supposed to be an international expert, hired for a
period of 2 months and a half. He/she must have relevant qualification and
experience in assessing the various pay schemes especially related to the
budget impact of an overall pay increase and potential way of financing for
civil servants.
The macroeconomist is expected to have:
* Strong skills and knowledge in the continental law systems;
* Knowledge and experience with West-European civil servants remuneration
systems;
* Knowledge of and/or experience with Central-East European civil servants
remuneration systems and the development of these in the past decade;
* Ability to compare various schemes of remuneration and to propose ways of
increasing the salaries of the civil servants.
Key expert 5: Legal expert
The legal expert is supposed to be an international expert, hired for a
period of 1 month. He/she must have relevant qualification in civil service
and civil servants legislation and in the classification of the civil
service positions.
The legal expert is expected to have:
* Strong skills and knowledge in the continental law systems, especially in
the civil servants legislation;
* Knowledge of and/or experience with West European and Central-East
European systems of classification of the civil service positions.
