SUMMARY:
The Open World Rule of Law Program enables leading Russian judges to gain an
understanding of the American legal system through an in-depth orientation
in Washington, D.C., followed by a week-long working visit in a local
community as the guests of a federal judge. The Rule of Law Exchange is
part of the Open World Program, which is sponsored by the independent Center
for Russia Leadership Development at the Library of Congress. American
Councils serves as the Open World's logistics and administrative contractor.
The Temporary Open World Program Officer for the Russian Rule of Law Program
will work at the Administrative Office of the U.S. Courts, assisting the
Article III Judges Division (ATJD) to support the U.S. Judicial Conference's
Committee on International Judicial Relations, one of the Center for Russian
Leadership Development's main Rule of Law Program partners. The Program
Officer would assist the ATJD in recruiting and providing program support to
the Open World federal host judges. Specific duties will include further
developing a standard package of materials for prospective host judges;
apprising key programmatic personnel of the locations for community visits;
helping coordinate the activities of the federal host judges and the local
organizations that provide the delegates' meals, lodgings, local
transportation, and cultural programming; and compiling and maintaining
spreadsheets with program data. The Program Officer will also organize the
Washington, D.C. orientations and evaluate program materials and
participants' feedback. The Program Officer may also assist federal judges
with follow-up communications with the Russian judges they hosted and help
develop materials for "sister-court" activities. This is a six-month fixed
term position of 30-40 hours per week with possible extension.
QUALIFICATIONS:
· Bachelor's degree
· Russian language proficiency preferred
· International relations or legal background are strongly preferred
· Computer proficiency (MS Word, Excel) is required
· Strong communication skills
· Strong organizational skills
