The aim of the project was to spread the basic knowledge and habits of new pedagogical technologies among teachers and students of the Pedagogical Institutes. � School of Leaders (1995 - 1998). The aim was to teach socially active people non-violent leadership based on understanding of universal mutual dependence. � Recourse Centre for NGO development "Unity" (1998). The aim of the project was to promote the development of civil sector in the region giving advice and helping with information and technical means to NGO in the region. � Women Help Women (1998). The aim of the project was to promote the development of civil society in Ukraine through activation and consolidation of women movement in Chernigov region.

Helsinki Citizens' Assembly Committee of Georgia (hCa - Georgia) as an independent, non-governmental non-political organization exists since 1992. Our aim is to promote the democracy and open society building in Georgia and its integration to the international systems. Our main concern is the stable civic security in Georgia, as well as whole region of South Caucasus. We support peaceful civic initiatives, assist to the self-organization and self-management of different civic groups. hCa - Georgia also supports organizational development of local NGOs, conducts educational programs in spheres of effective NGO management, Alternative Dispute Resolution (ADR), etc.

The other level of hCa - Georgia work is related with more broader area of the whole South Caucasus, including Armenia, Azerbaijan and conflict zone of Nagorno Karabagh. In particular, hCa - Georgia is an active participant of "Transcaucasus Dialogue" - the program, which is conducted by International hCa since 1992 and which is supporting those civic groups and initiatives in South Caucasus, that strive to peaceful dialogue and reconciliation between the war-torn peoples.

Our work is best described by our major projects:

1."Road to Recognition" - program of training seminars for NGO leaders of Georgia. Sponsored by Eurasia Foundation

In frames of program hCa Committee of Georgia has conducted training seminars' program for local NGOs. Seminars aimed to raise the professional level of NGO leaders, to attract their attention to the urgent issues and promote more active NGO involvement in open society building and democratization process.

2."Migration Phone Service" - sponsored by Netherlands Embassy in Moscow.

Project implies creation of phone-service for internally displaced persons as well as all other people interested in migration related issues.

3."Legal Consultation Center" - sponsored by OXFAM (GB)

In frames of the project we established the free legal consultation center for vulnerable groups of population in Georgia. In future it is planned to add the specific direction to the Center, which will offer free consultations to the national minorities living in Georgia.

4."hCa Network in Georgia - Highlighting Peace and Democracy" - sponsored by TACIS Democracy Programme

Project implies the development of local hCa-based Civic Initiatives' Centres (CIC) in eastern and western Georgia, and support of their two-year activities and liaison with the Central hCa office in Tbilisi. CIC's activities will include: democratic education of citizens and young NGO workers in different parts of Georgia (with special attention to the mountain regions); creation and strengthening of local independent NGO libraries' network; publication of periodic bulletins and reports; internet networking and Internet conferences; organization of Youth NGO Winter Schools.

hCa - Georgia's representations named "Civic Initiatives Center" - one in Telavi (east) and another in Kutaisi (west) will serve as a supporting points and resource bases for the various programs and measures that will be organized by hCa - Georgia during two years of the project and afterwards.

One more objective is the continuation of contacts and cooperation in frames of "Transcaucasian dialogue" - the program, which was launched by hCa in 1992 especially for South Caucasus countries. The regional cooperation and networking are of big importance for the democracy development as in Georgia, as throughout the Caucasus; in this respect hCa - Georgia will host the regular consultative and planning meetings of Georgian, Armenian, Azerbaijan and Nagorno Karabagh hCa leaders

CONSTANT PROGRAMS OF hCa - GEORGIA

1. CONSENT'98.

In April 1998, by hCa Georgia, in cooperation with hCa regional branches and newspaper "Georgian Times" the action "Consent 98" was launched. Action brought people and different organizations together for planting of trees, as a symbol of respect to our common vital environment and equal peace for all residents of the South Caucasus region despite their ethnic, party, religious or any other origin.

In October-November 1998, hCa Georgia distributed 998 kg flower bulbs for the rehabilitation of parks in towns and districts of Georgia in the framework of the campaign "WORLD OF FLOWERS", which was a symbolic gesture for expression of non-violence and democratic civic attitudes in the actual sphere of terrorism and political struggle; call for banning of production, storage and use of landmines and other explosives in Georgia and for full adoption and signature of Ottawa Convention.

The flowers were received as a gift of the municipality and local IKV group of Lisse, the center of Dutch tulip fields.

2."INTERNATIONAL CAMPAIGN TO BAN LANDMINES" - COMMITTEE OF GEORGIA

Six years ago Georgia was added to the list of mostly "mined" countries, such as Angola, Cambodia, Afghanistan and Bosnia. According to the United Nations, there are 150,000 mines on a territory of Georgia; according to the British Work group - 75,000 - 150,000; International Red Cross states that mines amount does not exceed 150,000; "Hello-Trust" givens show 50,000 mines.

In a result of current armed conflicts in Georgia quite hard situation is observed. Lands were mined without any registration, without any maps or other records. Landmines continue to damage military people, as well as peaceful population.

After First International Conference "New Steps to the Future Without Landmines" (Moscow, May of 1998), hCa Committee of Georgia, Soldiers Memory Fund, Association "Women of Georgia for Elections" and Georgian Committee of "World Physicians for the Prevention of Nuclear War" established the International Campaign to Ban Landmines - Georgian Committee, which will coordinate the movement against landmines and for control on other explosives on territory of Georgia.

Activities of the Campaign include several programs:

a) Landmine Monitoring on a Territory of Georgia - sponsored by Department of foreign Affairs and International Trade of Canada (Mine Action Team). Project implies execution of three sub-projects, including landmines monitoring in Georgia, information campaign to ban landmines in Georgia and monitoring of the situation of disabled persons - victims of the landmine explosions

b) Capacity Building and Country Report Research Grants received from Landmine Monitor

c) Mine Awareness Program for Schoolteachers sponsored by UNICEF Main aim of the Awareness Program for Schoolteachers is to prevent and eliminate the risk of mine accidents among the children in conflict and border zones by means of comprehensive system of landmine protective measures for school teachers in conflict and border zones of Georgia.

3. PUBLISHING HOUSE OF HCA � GEORGIA "MIKA" AND BILINGUAL EDITION OF "THE COLLAGE" MAGAZINE

In 1999, the hCa � Georgia has established its independent publishing house MIKA, which is from now on responsible for the issue of all the publications of hCa � Georgia. One of the common projects of the Transcaucasus Youth network of the hCa, "Eurasian Dialogue" (hCa - Georgia Youth Branch) and the hCa - Georgia Publishing House "Mika" was the issue of the first bilingual number of the "Collage" - magazine of the hCa Youth Network in February 1999. The issue contains the articles of the young people from Armenia, Azerbaijan and Georgia.

4. INDEPENDENT HUMAN RIGHTS LIBRARY "OPEN SOCIETY"

Already since 1989, when national movement in Georgia has just initiated, Association of National Consent of Georgia (ANC), together with Akaki Tsereteli Library started creation of first independent library in Georgia, which was functional until 1991. Library represented the big collection of informal periodicals, or in other words, "samizdat", published in Georgia, Russia, Ukraine and Baltic Countries.

Since 1991 all those books were stored in office of hCa - Georgia (which was actually created later by the same people and on a base of ANC) and were permanently supplemented by the efforts of hCa - Georgia members. In 1997 hCa - Georgia approached several foundations in order to save the books, re-establish the library, make it functional and available.

Under the grants received from the OSGF and US Embassy we re-established and renewed the library, and now we are offering to the readers the literature on human rights protection; peaceful initiatives; NGO sector; migration issues; foundations and resources; social sciences; religion; legislation; intergovernmental bodies; periodicals; vocabularies, etc. Regional branches of the library are already created in Kutaisi (West Georgia), Telavi and Gori (East Georgia).

5. YOUTH NETWORK "EURASIAN DIALOGUE"

hCa � Georgia has its Youth branch that was established already in 1996. The "Eurasian Dialogue" network is the initiator of the series of Winter and Summer schools and camps, including First and Second Bakuriani Winter Schools for the Youth NGOs in the Transcaucasus (1998 and 1999); and Summer Camp in tents, held in Rkoni in 1998. Winter schools project was sponsored by OSGF, as well as by TACIS Democracy Programme. The Third Winter School will be organized in 2000, again in Bakuriani (winter resort in Georgia). Summer Camp's project will have a permanent nature and will be organized in different country locations of Georgia and South Caucasus.

"Transilvania - Oradea" Business Center � CATO is a non-governmental organization constituted in 1996 as a non for profit association, independent juridical entity whose mission is to support democratic mechanisms, social and economic reorganization and development in Bihor County area. Founded by 22 local enterprises, CATO has now 44 member companies, most of them private companies. The organization maintains permanent relations with similar business centers and organizations from Transylvania, carrying on projects and programs concerning the development of businesses for SMEs. There are famous companies among CATO's members like: Turism Felix S.A. which administers B�ile Felix spa, Romarketing S.R.L. which is both partner and regional center in Romanian-Swiss Foundation � FREE business program, Arsmed S.A. one beneficiary of a large finance agreement with Romanian American Enterprise Fund, Bihor County Vest newspaper, hardware and software companies representing important corporations, etc. CATO's members are working in almost all branches. Today, Transilvania business centers network covers 15 Romanian counties, and the number of this informational network members is over 1000 Romanian and foreign companies.

The organization, located in Oradea, has the following structure:

1. Tourism Promotion Center of Oradea � CEPTO, a section co-financed by "International Management Foundation" through PHARE/CERT program and by "East-West Studies Institute of New-York" jointly " Ch. Mott Foundation" through Carpathian Euroregions Development Fund.

2. Center for Analysis, Studies and Resource Planning of Oradea � CASPRO, a section technically assisted by "Peace Corps" and, proposed for co-financing by "Center for International Private Enterprise" � CIPE from Washington.

3. Regional Development Center of Bihor � CDR Bihor, a section co-financed from PHARE funds by "Foundation for Civil Society Development" and, technically assisted by "Citizens Democracy Corps" through CDC Romania program. CDR Bihor is a consortium composed by 60 institutions and public authorities, firms and civil society representatives from Bihor County and, it has a Board constituted by representatives from Bihor County Council, Bihor County Prefecture, Municipal Council, Oradea City Hall, firms like Global Media and Romarketing. CATO provides the management for CDR Bihor.

As part of Regional Development Center there are several local microcenters for consulting named ADLs, constituted in collaboration with public authorities from the specified towns, representatives of companies, as follows:

3.1. Local Development Agency of Ale�d. 3.2. Local Development Agency of Beiu�. 3.3. Local Development Agency of Marghita. 3.4. Local Development Agency of Salonta. 3.5. Local Development Agency of �tei.

From its foundation to this moment, the organization has developed and is still developing seven projects through PHARE co-financing, and also a trans-frontier project through FDEC co-financing. Our staff is composed by 11 full-time employees, 11 collaborating volunteers in various fields. This staff achieves projects and programs in the field of human resources training in production and services, in elaboration and implementing projects of restructuring and local social and economic development, in international promotion of local and regional economic opportunities, and also in qualified assistance for authorities and other beneficiaries, concerning the making up and elaboration of local development strategies and territorial arrangement plans, of business and marketing plans for the SMEs in production, agriculture, tourism and services. Among the consulting team members there are persons who benefited of a large training in the field of entrepreneurial assistance, graduating courses taught by World Learning, Associates Opportunity Romania, APRI Italia, GOPA Consultants Germany, Stanford University, Open University for Business School, FDSC, FIMAN. Most of the center Board members are authorized consultants certified by International Management Foundation and Gopa Consultants Germany in project and services management, in networking and founding of local consortia, in public relations and assistance in implement of local and regional development initiatives. At this moment, the organization has concluded one of the most important proposal, elaborating the first reference work for our area perspectives, as regarding the objectives of stimulating social and economic development. It's about the publication: Strategy for lasting development of Bihor County � 1999. Based on this work, till the end of this year, the local development agencies (ADLs) will have to elaborate local strategies for territorial development. In this context, in the whole county there will be surveys on the needs, potential and social and economic opportunities as guidelines for the public authorities as well as for the economic businesses, institutions and other interested organizations. Once created the main background of local development strategies, it will be focused on the fundraising at a public and private sector level, based on feasible projects, locally sustained by the communities and elaborated by our organization. In conclusion for the first part of the presentation, CATO disposes at this moment of a territorial structure capable to attract the interest of the private social and economic sector from the entire area of Bihor County.

In the same time the organization realizes and keeps an up-to-date WEB page, designed for the presentation of the Bihor County, www.catour.rdsor.ro, in which one can find information on SMEs sector, data about member firms, projects and programs developed by our organization.

For 1999, the organization is planning the constitution of a local and regional consulting team, consisting of national and international acknowledged experts in various fields specific to durable development. This team will made up The Independent Consultants Group, under the name of SMART, crystallizing the programmatic features of Specificity, Measurability, Adjustable, Result and Schedule, as it is elaborating and implementing technical and financial assistance projects, of all the national and international institutions and organisms which are concerning the democratization, restructuring and development of Romania, including its administrative and territorial structures. In this context, with the beginning of 01.01.1999, the organization name CATO ("TRANSILVANIA - ORADEA" BUSINESS CENTER) will be changed, and the new name will be: SMART CONSULTING GROUP.
