In February 1998 the International Center for Accounting Reform (ICAR) was established in Moscow by the European Bank for Reconstruction and Development (EBRD), American Chamber of Commerce (Am Cham), the German Business Association, the Foreign Investment Advisory Council (FIAC) and the Institute of Professional Accountants (IPA). ICAR has been constituted as a non-profit making, non-government Russian legal entity with a limited lifespan. In May 1998 ICAR set up its offices in Moscow.

ICAR was established as part of the Russian Government's plan for the reform of the accounting system towards IAS as set out in Government order number 283 of 6 March 1998. ICAR will be working closely with the Inter Agency Commission for Accounting Reform (IAC) chaired by Minister Mr E.Yasin, who was a significant influence in the creation of the ICAR.

1. «Noospheric Diplomacy»  Free distribution of the Astronavigation album to schools in more than 12 foreign countries.  Further organization of international exchange of exhibitions of children's best works.  Organization of final exhibition of the best works in Internet.

2. Web-site http://www.APAssociation.org  Development of APA's official web-site.  Organization of several psychological discussion forums of the web-site.

3. «MAGOS»  Publication and free distribution of board game and computer versions of "MAGOS" - developing playing device created by art-group Dragon's Springs.  Development and publication of methodical recommendations to using "MAGOS" in develop purposes, including those in education.

4. International conference «Stress. Possibilities of reformatting stress.», Baku.  Organization of an international conference on stress studies in psychology, with the participation of 49 leading specialists from 20 countries of the world.  Project includes development of a web-conference in Internet and issue of limited circulation of CD-ROM presenting conference materials.  Project is being realized in cooperation with art-group Dragon's Springs and LYNX company.

5. «Patterns»  Publication of an album of "Patterns" - developing ornamental and symbolic matrixes for coloring created by art-group Dragon's Springs.  Development and publication of methodical recommendations to using the album in developing purposes, including those in education.  Free distribution of a circulation of the album to schools of Azerbaijan, with the emphasis on the refugee children.  Project will be realized in the cooperation with art-group Dragon's Springs.

6. «Museum of Death» http://deathmuseum.wn.ru  Creation and further development of an internet-museum, presenting scientific and art- aspects of Death studies.

Though Educational Center 'Human rights' (HR-EC) only begins its activity, it has given some demonstration lessons of human rights in secondary school using inter- active methods (T.I. Ulanova, V. I. Hrytsuk) and has already received invitations to different Minsk schools; the spesialized library of international human rights documents and corresponding methodical literature has been collected, by joint program ( with Belarus scientific pedagogic library ) this literature was exposed for large public demonstation. This exhibitions have been big interest of citizen. A teachers ask this literature for work in school.

Center have large contacts with Moskow school of Human Rights and Helsinki Committee for Human Rights (Poland). Members of Center was perticipate in seminars this NGO.

The prize contest on UDHR for schoolchildren of Minsk have been organized. Our NGO has initiated the creation of same contest on UDHR with the division of UN in Belarus and the creation of books for scoolchildren on Human Rights.

Human rights educational centre, HR-EC NGO regional, non-politic, non-profit the association is registered Department of the justice of Minsk on December 22 ,1997.

Human rights educational centre - public association, which unites on the voluntary beginnings the citizens, which are interested in distribution of knowledge in the field of the human rights with the purpose of creation of the bases of civil society and the priority of principles of humanism.

Project Goals:
humanitarian education,training, in the field of the rights of the person with attraction of the diverse information on existing international and republican Human rights documentation by use of modern information methods.

Problems:
Creation of a constantly acting system of education(training) and distribution of the information on problems of protection of the rights of the person and partnerships with the same centres of NGO.

Methods:
Organisation of different seminars, schools, conferences, exhibitions, methodical employment (occupations), discussions, edition and distribution of information and methodical materials together with other public and state organisations and structures.

The creation of organisation
Human rights educational centre was founded on July 8, 1997 by the people of intelligent labour. Among the citizens - initiators of the basis of organisation have scientific degrees the 5 persons; 2- there is the honorary rank "honorary the lawyer"Republics of Belarus; on a professional structure among the founders of organisation: the lawyers, teachers, journalists, scientific.

Agenda:
THE PRIME plans of actions: assistance for Human Rights education (training) of the citizens, help the youth in understanding of the rights of the person and citizens, to acquainting them with international Human rights documentation, as well as assistance to the program of Ministry of education of Belarus on maintenance of a effective exposition of the rights of the person at general educational schools; maintenance of teachers by the texts of the documents of EC, UN; modern interactive techniques ; by training coordination on exchange by experience; to creation of work collectives on a spelling appropriate books and allowances; the exhibitions of the human rights documents; competitions among the youth on knowledge of the human Rights . Important problem is wide informing of the citizens on their rights, to create legal knowledge on the basis of articles The Universall declaration of human rights and The Constitution of Belarus; other normative documents.

Наш Международный Инициативный Комитет "WORLD TRANSFORMATION" начал свою деятельность в марте 1998г. в Казахстане с целью добиться организаций проведения "Великий Всемирный Форум: "Тысячелетия: Итоги и Перспективы"". Наш основной документ - Обращение о проведении Всемирного Форума был опубликован 12 мая 1998 г. К тому моменту не имея абсолютно никакой информации о существовании подобного движения в мире, мы решили восполнить этот пробел.

На сегодняшний день мы сотрудничаем с большинством национально-культурных центров Республики Казахстан. Налажены контакты с официальным руководством страны и мэрами городов, областей (территориальных единиц). Имеем контакты с руководствами религиозных общин Казахстана. Находятся в стадии создания филиалы нашего комитета в странах Центрально-Азиатского региона. Тесно поддерживаем связь с исполкомом Форума НПО по встрече нового тысячелетия при ООН, с MPAN, а также с многочисленными международными организациями в этого направления. Тенденция справедливого, гуманного отношения, укрепившаяся благодаря материально-интеллектуальным достижениям, в современном мире постоянно сталкивается с общественными отношениями, уходящими корнями в прошлое, основанными на жажде наживы, накопительства - первоисточника всех бед. Полагаем, что при наличии организующего начала, объективные предпосылки, т.е. накопленные материально-интеллектуальные ресурсы, наличие зачатков добрых проявлений, ожидание, желание народов жить по новому, в новом веке, позволят в переходном периоде в Новое Тысячелетие начать трансформировать общественные отношения, господствующие на Земле, на гуманно-справедливые. Наш комитет работает над тем, чтобы убедить других и постараться осуществить вышеизложенное в переходном периоде, в процессе под названием "преобразования земных отношений". Стараясь сберечь чистоту наших помыслов, мы избегаем материальной и иной зависимости от государства или иных субъектов. В своей деятельности придерживаемся политического нейтралитета, стараемся вовлечь в наше движение всех желающих.

Офис Комитета находится в г. Алматы, бывшей столице Казахстана. Штат постоянных работников составляет около пятнадцати человек, основная часть которых владеет казахским, русским и частично английским языками. Кроме того, в частично оплачиваемой и добровольной форме сотрудничает круг лиц, в том числе известные политики, деятели культуры, науки. Наш офис оборудован оргтехникой, средствами связи, круглосуточно подключен к Интернет и электронной почте. Имеем свой печатный орган - ежемесячник, где являемся соучредителями. По проведению Форума, по преобразованию земных отношений наш комитет имеет свою разработку, которая неоднократно была опубликована, распространена на всемирном Съезде демократических журналистов (май, 1998 г., г. Москва), при презентации г. Астаны, новой столицы Казахстана (июнь1998 г.), в качестве доклада преподнесена участникам конференции по встрече нового тысячелетия (штат Орегон, август 1998 г., США), обсуждена на встрече общественных деятелей, ученых в г. Сан-Франциско(август,1998 г.), и на декабрьском совещании в ООН по Форумам НПО (1998г., г. Нью-Йорк). Наши видение проблем преобразование мира опубликована под называнием "ОБЕСПЕЧЕНИЕ МИРА СТАНОВИТСЯ НОРМОЙ ("Ensuring Peace Becomes the Norm") в журнале ООН "UNITED NATIONAL CHRONICLE" в №1, 1999г..

С декабря 1998 г. комитет является координатором по центральной Азии Форума НПО "Тысячелетия" при ООН.

Основателем и Президентом комитета является господин Ерментай Султанмурат (1950 г. р., гражданин Казахстана, выпускник Московской сельскохозяйственной академий, работал в руководящих должностях в сфере производства, автор проекта "Казахстанский вариант народного капитализма", в настоящее время продолжает сочетать общественную деятельность с производством).

To All Hearts Near and Far Working In The Name Of Peace :

Although I've many disabling issues, each year especially posts are sent out to gain support from every heart to join with us in San Francisco to allow the "ability" of an individual, or communities, cities, and nations to join together even if they cannot be with us physically. I sit on many boards, among the San Francisco Mental Health Consumer Board, San Francisco Human Rights [UN Affiliation] Board - Program, United Nations Member, Rotary, San Francisco Model City Project, among others, and all hearts very well known endorsing our event - project.

My post is especially sent out to reach the hearts of Russia. I am of Russian/Ukranian heritage, my husband Armenian. Please won't you help us to gain hearts to support our outreach and to promote the values of democracy, wherever possible. As we state, many will not be able to leave our beds, but we must not be kept out of the connect to offer our very best, and to the full inherent responsibility of promoting freedoms, independence, and to lead in peace certainly from the heart and home of a great and well known City Of San Francisco.

My father's mother's name was from the great house of Suvarov - Italiski. Where he lead in battle, I continue to lead in peace. To all hearts at home - wherever that may be "Mir".

Our "Universal Cross - DisAbled Peace & Freedom Human Rights Program - Vigil will be held in and from the Heart of San Francisco, from lives profoundly disAbled.

We extend a warm invite to you and member representative, of your concern - city - Nation to join with us in our public forum, a place for the public to connect with you. We would like to allow better understanding with the public in regards to beauty, and what your doing to keep the investment of health alive and well, in any degree of life.

Please tell us how you - yours, would be like " to be seen and heard " ? Call or fax us if you would care to represent your nation.

We are understanding of what your work means to lives, locally and globally. We are seek in exchange of participation in our public forum(s) businesses to help underwrite costs for our event and educational outreach, and if you wish to secure space at our event site. We feel its our job to illuminate lives, businesses, and concerns who keep life beautiful and safe in every avenue of lives today.

Our event is an official human rights event - program, exchange universal and an event where it is termed under our banner - "Gifts From The Heart Of San Francisco" - from friends locally and globally. Our event is one which continues in the following of speech, advocacy, music, art, dance, education, and a vigil to remember all lives "seen and unseen" - locally - globally. Certainly for lives infancy to elderly disabled or killed by violence.

Most important focus at our interchange(s) is of the millions unable to leave their homes or beds because of profound disabilities. This yearly assured interface we encourage for people to respond appreciatively with stuffed bears, flowers, cards, to allow lives to know for one day, one moment in time they have not been left out of "life". W We ask children- adults - elderly to join in bringing your gifts directly to loved ones or to our human rights vigil site. Volunteers will help us deliver gifts after.

Gifts should reach our outdoor site no later than 2:00 pm day of program. Or you may deliver to our post office address by September 5, 1999.

* We make international invite for known artists to come from around the world on that week before our event to choose to draw - paint works of beauty of their cities, an or from the heart of San Francisco, and to bring their finished art to our site Art Gift Table - by 2:30 pm that day. These gifts from the heart will help to fund our education programs, etc.

Make sure to enclose a card of cheer to a child - adult or elderly person. If they wish to they may come with us the following day to present to the individual and or hospital -etc., or persons - places they wish to present their direct works to. We would welcome art from the heart for fund raising as well. Next best is your letter(s) of endorsements ! We make sure our disabling issues do not leave us out of internal-external interchanges. We wish to be role models as well. We felt this was the most important part for all lives being valued, and validated by starting our initial programs in 1962, and following our human rights vigil from the heart of San Francisco. Our work while not funded by any large concern is still supported by hearts who believe in our ability to be participatory no matter how small that participation is of time. A gift is still a gift - especially, from the heart.

Many of our lives will not be able to be on site, but by our accord these last nine years (and 30 years of our non-profit work ) we continue to make strong stance ' in being seen and heard '. Most of all making sure in the City our San Francisco, Birthplace of the " Universal Declaration Of Human Rights " - As well, that we are not left out of, or to the responsibility of upholding and keeping these valuable rights, but to that as well of Universal DisAbled Rights, forefront in and to the American public, as well Universally. At home or millions of miles across the seas - running or confined to your beds, you must help us make a positive support in how we - and you are seen today in terms of "Ability" = Please send us every support, including letters of endorsements. What would you do to promote human rights - especially if you can't leave home ? For 30 years as an official non-profit foundation - outreach, and now as a Universal Peace Interchange - we are doing just that, and making a difference. Recentlu the press pubished social researches about state of intellect, interest, health and material security of children. From the conclusion of scientists if feels uncanny, so far from normal conditions live of Russian children is.Many are ill, humgru, dying.Some free from home and join crime gange and get info prison. About disappearing the genefund of talented children and,of course, you fell pitu about these, nice honest, actively aspiring to knowledge kids. They love art, nature, music, sport, computers and electronic technigues. They with great interest and jeaous watch all on TV and see it in supermarkets, but practically all of it for them is just Dream.

Taking a part in International Program ''National Plan for Survinal children of Russia ''I'am Greating in Sochi in Charity Centre for help poor talented students, and High school, with gift from '' God,'' future programmers, engineers, art, candidates for Golden and Silver medals. I do not know why just to me, talented but uknown artist came an idea to organize this Centre.

What is about my talent, it is easy to be convinsed in it, you just have to visit me at home.I was staying uknown only because of I painted not much, did non exhibit my painting and did not sell them.

Nowever once, I decided to take a part in III Festival of Modern Graphic Art, it took please in Sochi Art Museum. The article about this Festival was published in '' Sochi '' # 39 -1996 newspapers. My picture which in '' Excecution of Innocent '' (41/ 64 cm) if not succes among famous academics and artists, but alive interest to it was displayed: it was discussed, mareveld at, they argued, the press wrote about it. I was told not juat once: ''It is worthy to live a lifein order to paint such a picture.''I was satifled, by success but much more. I was glad to meet new people who became my friends at the Festival. The world of artists is spiritual rich there is such luck of it for these children.

In this time we heed: computers, printers, or means to buy it, without techigues creation of the Centre is impossible. And I apply to people well-to-do in life, to help me to be busy with this good and useful business. Обладая Даром Предвидения, я знал, что Россия приближается к политическому, экономическому и духовному кризису. И в 1985г.написал письмо Генеральному Секретарю КПСС Михаилу Горбачеву, накануне его встречи в Женеве с Президентом США Рональдом Рейганом. В письме я предостерег его о кризисе, и написал ему,что надо сделать, чтобы избежать его. Не знаю, прочитал ли он это письмо, но предлагаемые меры приняты не были. А я через некоторое время был подвержен жесточайшему прессингу. Местные власти вырубили у меня цвету- щийсад, разграбили ( в мое отсутствие ) и сожгли художественную мастерскую. Число попаданий меня в реанемацию возросло до семи раз.Властями было сделано все, чтобы сломить или уничтожить меня. Советская- коммунистическая система всегда уничтожала и сейчас уничтожает самых честных,самых трудолюбивых,самых умных и талантливых людей.Разрушителная деятельность этой бездарной воровской системы сейчас видна не только россиянам,но и всему Миру.Как я и предсказывал в России сей- час бушует мощный политический,экономический и духовный кризис. А из средств массовой информации все прекрасно знают о событиях в России,и о том как нелегко живется большинству ее населения. В стране растет инфляция, безработица и преступность. Смертность превысила рождаемость два раза, а цен- тральная финансовая система продолжает беспощадно грабить и обманывать народ: рабочих,фермеров,учителей,инженеров.Своих и зарубежных бизнесменов.Эта финан- совая система душит налоговыми''челюстями''отечественные и зарубежные фирмы, отбавая у людей желание нормально мыслить,честно работать и жить в России.

Недавно в прессе были опубликованы социологические исследования о состоянии интеллекта,интересов, здоровья и материального обеспечения детей. От выводов ученых становится жутко, так далека от нормальных условий жизнь российских детей. Многие болеют,голодают, умирают. Некоторые убегают из дома и попадают в преступные группировки и колонии. На грани исчезновения генофонд талантли- вых детей и конечно особенно жаль этих одаренных, честных, активно стремящи- хся к знаниям детей. Они любят искусство, природу, музыку, cпорт, компьютеры и электронную технику. Они с нескрываемым интересом и завистью видят все это по телевизору и в магазинах, но практически все это остается для них недося- гаемой М е ч т о й. Участвуя в Международной Программе = Национальный План Спасения детей России, я создаю в городе Сочи Благотворительный Центр по оказанию помощи малообеспеченным талантливым студентам и учащимся старших классов с Даром от Бога, будущим программистам, инженерам, художникам, кан- дидатам на золотые и серебряные медали. Не знаю почему именно мне, талантли- вому, но неизвестному художнику пришла идея организовать этот Центр. Что ка- сается моей талантливости, то в этом легко убедиться побывав у меня в гостях, а неизвестным я оставался по той лишь причине, что мало писал картин не выс- тавлялся и не продавал. Однако все-же решил принять участие в III Фестивале современного изобразительного Искусства. Он проходил в Сочинском Художестве- нном Музее. Статья об этом Фестивале была опубликована в газете ''СОЧИ''# 39 -1996 г.Моя картина ''Казнь невиновных''(41 / 64см) вызвала, если не перепо- лох среди знаменитых академиков и художников,то живой интерес к ней был про- явлен: ее обсуждали, удивлялись, спорили, писали в прессе. Center is nonprofit and noncommercial organization. Just now we begin to work for our first project "Barometer of Democracy". Center targets to develop methods of estimation of the state of democracy development, observance of human ridhts, formation of civil society. This work has a special interest from the point of view of the regions of Ukraine.

In our opinion such estimation is possible in comparison. In this respect we put a task to develop criteria of such estimation, list of appropriate parameters, to prove original "reference" expression of these categories. Then through comparison of reference meaning with actual one it really possible to estimate the last.

Curatio International Foundation Affects Reforms in Georgia

Curatio International Foundation (CIF) was founded in 1994 and since then has been actively involved in the reforms of the health, social, and education sectors in Georgia. CIF designs and implements its programs in cooperation with similar organizations worldwide to incorporate international experience into the Georgian reality. CIF has added valuable information and analysis to the successful implementation of reforms in Georgia. It has designed and implemented various projects that have never been carried out earlier in the country.

Its projects can be generally divided into two groups:

In 1997, utilizing the experience of foreign private health companies, CIF developed and implemented "Acute Respiratory Infection (ARI) and Diarrheal Disease (DD) Case Management Network in Tbilisi" for the children 0-2 years old. CIF aimed both to decrease costs to the public and to reduce significantly number and severity of cases. With the pilot project now completed, the savings of the Georgian public on only these two diseases and in this age group amounted to nearly USD$1.2 million. The methodology of the project has been shared with city health authorities as well as with the Ministry of Heath for wider replication in the country.

In a 'micro-project' frame CIF established a community healthcare center in the urban outskirts of the city of Tbilisi, Varketili neighborhood with 60,000 population. After nearly a year of international financing, the center now operates independently, under the auspices of the community organization of the settlement.

Likewise, CIF is currently testing a model for preventing drug addiction among the most susceptible group of teenagers. CIF will prepare educational publications for youth and for a part of their micro-social environment (parents, teachers, etc). At the same time, CIF will train a team of social workers, and develop a consultation center. The project aims to popularize healthy lifestyle for youth. On the macro-level, CIF seeks to provide information essential for making major policy decisions to prevent drug addiction in the country.

CIF has conducted nationwide research on issues and problems related to the health and education sectors of the country and its needs. Short list of this activities are:

In lieu of currently implemented health care reforms in the country CIF has analyzed demand and utilization of health services and its cost to population and public. CIF identified the problems of and existing options for hospital financing in Georgia and participated in the development of the hospital sector-restructuring plan for the country. CIF collects the data and develops such material so that policy-makers can be better informed about the actual situation.

CIF closely cooperates with Ministry of Health, Ministry of Education other government agencies. "We preferred to establish ourselves as constructive opposition rather than simply confront them. We strongly believe this is the better way to impact the changes in the country," George Gotsadze, Director of the CIF, says. "Critique that is based on reliable data is more effective and convincing." In fact, state organizations have limited resources as well as NGOs in the country. For any agency working independently, without close cooperation, would be difficult to implement such projects.

Since 1994 Curatio Foundation has been cooperating with large international donor organizations, such as United Nations Organization, The World Bank, European Union, and USAID. CIF partners with organizations in the US and Europe. It is an independent, not-for profit, non-governmental organization registered in Georgia. CIF operates within Georgia and beyond its borders and falls under the rights and privileges granted by Georgian Constitution and International Law. It is the sister organization of Curatio Medical Consortia, one of the first and respected private medical service providers established in Georgia in 1992.

Mahita is a social enterprise agency. It seeks to incorporate equity and efficiency and effectiveness. Mahita's mission is shared by different supporting agencies like Rajiv Gandhi Foundation, Child Relief and You, Government of Andhra Pradesh, UNICEF, who participate in various programs to achieve the same objectives.

: In order to assist Ukraine in its move toward democracy, it is important that a strong civil society exist. RSC was created in September 1997 under the initiative of DRC employees and some regional NGOs. Our mission is to support the development of regional NGOs. According to our statutes and programs, we have the following goals: to investigate and analyze Ukrainian NGO problems and activities; to collaborate with government and business sectors; to provide technical assistance, information, and consulting to regional NGOs; to organize training; to increase NGO professionalism.

Although the RSC was established recently (September 1997), the staff has extensive experience in working with the NGO community. The employees at the RSC have received timely and pertinent training in NGO development. They are qualified to effectively present seminars and training to NGOs on the following topics: The Role of NGOs in a Civil Society, Fundraising, Financial Management, Public Relations, Conflict/Resolution, Proposal Writing, and Strategic Planning. Prior to opening the RSC, the staff had worked at an NGO resource center since August 1996.
