In general, it appears that the minimum qualifications for posi-
tions of Office Director, Program Hub Director, and Assistant Of-
fice Director include:

* Program administration experience;
* Supervisory experience;
* Fluent in Russian and/or regional languages;
* Experience traveling extensively under difficult conditions;
* Experience in budget management;
* BA (advanced degree preferred) in a relevant field (e.g. Rus-
  sian language, Russian area studies, education, etc.) required;

The requirements for Muskie Program Officer and Country Director
are somewhat more extensive. The anticipated appointment dates
range through August and September 1996.
