USAID has announced a Request for Application (RFA) from qualified
consortia of United Sates private voluntary organizations for �USAID
Ukraine Non-Governmental Organization (NGO) Democratic Social Service
Program.� USAID expects that the project will last approximately two
years and that about $3.6 million will be available. Grantees must
be prepared to provide an additional $1.2 million from other sources.
Therefore, the project�s total budget will be $4.8 million. USAID
financing comes from the Civil Society component of USAID's
Democratic Pluralism Initiatives Project.
The primary objective of the proposed project is: to develop and
strengthen indigenous NGOs to provide social services to vulnerable
groups. Secondary objectives of the project are: to develop and
strengthen indigenous NGOs to more actively and effectively influence
public policy on behalf of citizens' interests; and to improve the
legal and regulatory environment for NGOs in Ukraine.
The project has the following three components:
1. Broad NGO Support will provide training and technical
assistance and small support grants to selected social service NGOs
and public-policy oriented NGOs. In addition, this component will
address legal constraints to NGO development.
2. Targeted NGO Support will provide more intensive support to
selected social service NGOs through U.S. PVO/Ukraine partnerships
focusing on developing local NGO capacity to deliver needed social
services to at least three identified vulnerable groups. This
component will include a program of slightly larger grants to local
social service NGOs working with selected vulnerable groups.
3. Corporate Matching Grants is a pilot matching grants effort to
help stimulate corporate giving to NGOs.
