Steve,

British Executive Service Overseas (BESO) provides services of the type you
describe. I think they usually send retirees. I'm a Peace Corps Volunteer
in Western Ukraine and I met a BESO volunteer in early 1996 who was on a
two-week assignment working with a state farm director on a meat processing
and packaging project.

Volunteer Service Overseas, also British, sends volunteers around the world
to provide assistance in a broad range of areas, including the types you
describe. A division (?) of VSO is the East European Partnership
which was organized at about the time of the break up of the Soviet
Union. You can probably make contact with this organization through
BESO or on the Net.

I'm fairly confident that Technical Assistance to the Commonwealth of
Independent States (TACIS), provides the type of assistance you describe,
although I'm not sure how you can contact them. TACIS is the foreign
assistance arm of the European Union. It's a large organization
administering large programs and I'm confident you will hear something
about TACIS from other civilsoc members or can find something on the Net.
