THE COUNCIL OF EUROPE AND ARTICLE 19
INVITE APPLICATIONS FOR ONE-WEEK DEMOCRACY SEMINAR
FOR YOUNG POLITICAL LEADERS
The Council of Europe, working with ARTICLE 19, the International Centre
Against Censorship, is inviting young political leaders from St.
Petersburg, Kaliningrad, Estonia and Finland, to apply to participate in
a one-week training seminar on democracy to be held in Helsinki in
November.
The Democratic Leadership Programme seminar will train young (18 - 30)
political leaders in the following areas:
* the elements of democracy, separation of powers, the role of the
opposition,
* NGOs and civil society,
* the role of the media in the political process,
* women in political life,
* conflict prevention and resolution,
* tolerance and extremism,
* political party management.
All the costs of attending the seminar (travel, accommodation,
subsistence) will be covered by the organisers.
Applicants are invited to contact ARTICLE 19 in London for selection
interviews to be held in September in St. Petersburg, Kaliningrad, Tallin
and Helsinki. The Applicants will
* be between 18 and 30 years old,
* be involved in political parties, public administration, the media,
civic groups or non-governmental organisations,
* be available for interview in September ,
* be available to travel to Helsinki for seminar in November,
* have good spoken English.
